RUSSIAN FEDERATION FEDERAL LAW amending Article 6 of the Federal Law "On Science and State Science and Technology Policy" and separate pieces of legislation Russian Federation Adopted by the State Duma on 23 November 2012 Approved by the Federation Council on 28 November 2012 Article 1 Article 6, paragraph 1 of Federal Law dated 23 August 1996 N 127-FZ "On science and state science and technology policy" (Russian legislature, 1996, N 35, art. 4137; 1998, N 30, sect. 3607; 2006, N 50, sect. 5280; 2011, N 45, sect. 6321), amend to read: " 1. Russian Academy of Agricultural Sciences (Russian Academy of Agricultural Sciences, Russian Academy of Medical Sciences, Russian Academy of Education, Russian Academy of Architecture and Construction Sciences, Russian Academy of Arts) are State academies of science-not-for-profit organizations that are established in the form of State budgetary institutions, are given the right to manage their activities, the right to own, use, dispose of property in and their right to federal property OF THE PRESIDENT OF THE RUSSIAN FEDERATION The State Academy of Sciences is entitled to exercise, on behalf of the Russian Federation, the powers of the founders of federal State unitary enterprises, State institutions, including scientific organizations, Organization of scientific and social services (hereinafter referred to as subordinate organizations) and owners of federal property belonging to these organizations, including the following:
the establishment, reorganization and liquidation of federal State unitary enterprises based on the right of economic management and public institutions; change in the type of public institutions; approval of statutes of federal State institutions Unitary enterprises based on the right of economic management, the statutes of State institutions and amendments to the said charters; consolidating federal property under subordinate organizations; the heads of the bodies under the jurisdiction of the by the data managers of the contracts of employment, modification and termination of these contracts. The Government of the Russian Federation establishes the procedure for the exercise of the powers of the founders of subordinate organizations and owners of federal property belonging to these organizations.
The registers of federal property transferred to the State Academies of Science, as well as lists of subordinate organizations, are approved by the Government of the Russian Federation. The General Assembly of the State Academy of Sciences, which adopts the charter of the State Academy of Sciences, submits it to the Government of the Russian Federation for approval. In accordance with the established charter of the State Academy of Sciences, the election of the actual members, correspondents, foreign members of the State Academy of Sciences, the Presidency and the President of the State Academy of Sciences issues identified by the Statute. The
State Academy of Sciences shall be established, reorganized and abolished by federal law upon the submission of the President of the Russian Federation or the Government of the Russian Federation. The activities of the State Academies of Sciences are regulated by the legislation of the Russian Federation and the statutes of the State Academies of Sciences.
Structure of state academies of sciences, procedure and financing of subordinate organizations are determined by the statutes of the respective state academies of sciences. ". Article 4 Article 5, paragraph 2-3 of the Federal Law of 3 November 1. 2006 N 174-FZ "On Offline Institutions" (Assembly OF THE PRESIDENT OF THE RUSSIAN FEDERATION 4626; 2007, N 43, sect. 5084; 2010, N 19, sect. 2291; 2011, N 30, sect. 4587; N 45, est. 6321) the words "by the Government of the Russian Federation on the basis of a proposal by the State Academy of Sciences" shall be replaced by the words "State Academy of Sciences".
