GOVERNMENT SUPPORT TO INNOVATION Article 16-1. The main goals and principles of the state support of innovation activity 1. Subjects and forms of support innovation 1. Powers of the State authorities of the Russian Federation and the State of the authorities of the constituent entities of the Russian Federation in the field of State support for innovation activities 1. The Government of the Russian Federation determines the powers of the federal executive authorities in the area of public support for innovation. 2. The powers of the State authorities of the constituent entities of the Russian Federation are: the right to adopt laws and other normative legal acts of the constituent entities of the Russian Federation on support for innovation; The right to adopt and implement programmes and projects of the constituent entities of the Russian Federation aimed at supporting innovation. Article 16-4. The Russian Federation and the constituent entities of the Russian Federation are funded by the Russian Federation and the constituent entities of the Russian Federation. Directions of State support. Article 16-5. Evaluating the performance of budget funds allocated to state support for innovation 1. The assessment of the effectiveness of the budget allocated to public support for innovation (hereafter referred to as the evaluation of the effectiveness of State support) is carried out in accordance with this article. 2. Evaluation of the effectiveness of state support in terms of the implementation of state policy in the relevant area and achievement of the goals set is carried out by the highest authorities of the State Support Bodies, as well as other bodies and organizations in the cases established by law. 3. In assessing the effectiveness of State support, the implementation of the established procedure for the provision of such support shall be checked and compliance with the requirements set out in this article shall be in accordance with that procedure. 4. In the case of an assessment (verification) of the effectiveness of State support, the supervisory (supervisory) authorities shall be guided by the provisions of federal laws, subject to the provisions of this article. 5. In assessing the effectiveness of government support, the existence and compliance of approved state support actors is checked: documents defining the strategy, goals and objectives of providing state support to innovation activities; documents that define the way in which public support for innovation is provided. 6. Verification of the implementation and results of selected innovative projects in the assessment of the effectiveness of public support is carried out only in case of violation of the established procedure for the provision of state support to innovation.
