The RUSSIAN FEDERATION FEDERAL Security Act passed by the State Duma on December 7, 2010 years approved by the Federation Council December 15, 2010 year (as amended by the Federal law of 05.10.2015 N 285-FZ), Chapter 1. General provisions Article 1. Subject of this Federal Act this federal law defines the basic principles and content of efforts to ensure the security of the State, public security, environmental security, security of the person, other types of security, stipulated by the legislation of the Russian Federation (hereinafter referred to as the security, national security), the powers and functions of the federal bodies of State power, bodies of State power of the constituent entities of the Russian Federation, bodies of local self-government in the areas of security, as well as the status of the Security Council of the Russian Federation (hereinafter referred to as the Security Council).
Article 2. Basic security principles the basic principles of security are: 1) the observance and protection of human and civil rights and freedoms;
2) legality;

Article 3. Content security management security activities includes: 1) forecasting, detection, analysis and security risk assessment;
2) identification of the main directions of State policy and strategic planning in the area of security;
3) legal regulation in the field of security;
4) development and application of complex operational and long-term measures for the identification, prevention and removal of threats to the security, localization, and offset the effects of their manifestations;
5) special economic measures in order to ensure security;
6) development, production and introduction of modern weapons, military and special equipment as well as dual-use technology and civil purposes to ensure security;
7) Organization of scientific activity in the field of security;
8) coordination of the activities of the federal bodies of State power, bodies of State power of the constituent entities of the Russian Federation, bodies of local self-government in the security field;
9) financing of security costs, control over the purposeful expenditure of allocated funds;
10) international cooperation in order to ensure security;
11) other activities in the field of security, in accordance with the legislation of the Russian Federation.
Article 4. Public security policies 1. Article 5. Legal basis the legal basis for security ensuring security shall be the Constitution of the Russian Federation, universally recognized principles and norms of international law, international treaties of the Russian Federation, federal constitutional laws, this federal law, other federal laws and other regulatory legal acts of the Russian Federation, laws and other normative legal acts of the constituent entities of the Russian Federation, bodies of local self-government, adopted within the limits of their competence in the field of security.
Article 6. Security coordination

Article 7. International cooperation in the field of security 1. International cooperation of the Russian Federation in the field of security are carried out on the basis of the universally recognized principles and norms of international law and international agreements of the Russian Federation.
2. the main objectives of international cooperation in the security field are: 1) the protection of the sovereignty and territorial integrity of the Russian Federation;
2) protection of rights and legal interests of Russian citizens abroad;
3) strengthen relationships with strategic partners of the Russian Federation;
4) participate in the activities of international organizations working in the area of security;
5) development of bilateral and multilateral relations in order to carry out security tasks;
6) promotion of conflict resolution, including participation in peacekeeping activities.
Chapter 2. The power of the federal bodies of State power, bodies of State power of the constituent entities of the Russian Federation and bodies of local self-government in the areas of security Article 8. The powers of the President of the Russian Federation in the field of security, the President of the Russian Federation: 1) defines the main directions of the State policy in the field of security;
2) approves the strategy of national security of the Russian Federation, the other conceptual and doctrinal documents on security;
3) forms and is headed by the Security Council;
4) establishes the competence of federal executive authorities in the areas of security, guidance which it exercises;
5) in accordance with federal constitutional law from May 30, 2001 N 3-FKZ, enters the territory of the Russian Federation or in its particular areas of emergency, shall exercise the powers in the area of the State of emergency;
6) shall adopt, in accordance with the legislation of the Russian Federation: a) the decision on the application of special economic measures in order to ensure security;
b) measures for the protection of citizens against criminal and other illegal action to counter terrorism and extremism;
7) Decides, in accordance with the legislation of the Russian Federation issues related to: (a)) of information and State secrets;
b) the population and territories from emergency situations;
8) exercise other powers in the areas of security, conferred on it by the Constitution of the Russian Federation, federal constitutional laws and federal laws.
Article 9. Powers of the Chambers of the Federal Assembly of the Russian Federation in the field of security 1. The Federation Council of the Federal Assembly of the Russian Federation: 1) examines the measures taken by the State Duma of the Federal Assembly of the Russian Federation Federal security laws;
2) approves the Decree of the President of the Russian Federation on the introduction of a State of emergency.

Article 10. The authority of the Government of the Russian Federation in the field of security, the Government of the Russian Federation: 1) is involved in determining the main directions of the State policy in the field of security;
2) forms, federal targeted programmes in the field of security and ensure their implementation;
3) establishes the competence of federal executive authorities in the areas of security, guidance which it exercises;
4) organises the provision of federal bodies of executive power, bodies of executive power of the constituent entities of the Russian Federation, bodies of local self government means and resources necessary to carry out tasks in the field of security;
5) exercise other powers in the areas of security, entrusted to him by the Constitution of the Russian Federation, federal constitutional laws, federal laws and legal acts of the President of the Russian Federation.
Article 11. Authority of federal bodies of executive power in the sphere of security, federal bodies of executive power executing tasks in the field of security in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, normative legal acts of the President of the Russian Federation and the normative legal acts of the Government of the Russian Federation.

Chapter 3. Article 13 status of the Security Council. The Security Council 1. 2) formation of the State policy in the field of security and monitoring of its implementation;
3) forecasting, detection, analysis and assessment of security threats, military threat assessment and threat of war, development of measures to neutralize them;
4) preparation of proposals to the President of the Russian Federation: a) on measures for the prevention and elimination of emergency situations and overcome their consequences;
b) on the application of special economic measures in order to ensure security;

5) coordination of the activities of federal executive authorities and executive authorities of the constituent entities of the Russian Federation on the implementation of decisions of the President of the Russian Federation in the field of security;
6) evaluation of the effectiveness of the activities of the federal bodies of executive power in the area of security.
2. The core functions of the Security Council are: 1) the consideration of security issues, the Organization of Defense, military construction, and for defense production and military-technical cooperation between the Russian Federation and foreign States, other issues related to the protection of the constitutional order, sovereignty, independence and territorial integrity of the Russian Federation, as well as issues of international cooperation in the field of security;
2) analysis of information on the implementation of the main directions of the State policy in the field of security, the socio-political and economic situation in the country, on the observance of human and civil rights and freedoms;
3) development and refinement of the strategy of national security of the Russian Federation, other conceptual and doctrinal documents, as well as criteria and indicators to ensure national security;
4) implementation of strategic planning in the area of security;
5) consideration of draft legislative and other regulatory legal acts of the Russian Federation on issues within the purview of the Security Council;
6) preparation of draft normative legal acts of the President of the Russian Federation on the issues of security and the implementation of control activities of federal bodies of executive power in the field of security;
7) Organization of work for the preparation of Federal programs in the areas of security and monitoring of their implementation;
8) Organization of scientific research on issues within the purview of the Security Council.
3. The President of the Russian Federation on the Security Council may entrust other tasks and duties in accordance with the legislation of the Russian Federation.
Article 15. 1, the composition of the Security Council. The Security Council is composed of the President of the Security Council of the Russian Federation, which post is the President of the Russian Federation; Secretary of the Security Council of the Russian Federation (hereinafter referred to as the Secretary of the Security Council); the permanent members of the Security Council and the members of the Security Council.
2. The permanent members of the Security Council are members of the Security Council on the posts in the order determined by the President of the Russian Federation. Security Council Secretary is among the permanent members of the Security Council.

Article 16. Security Council Secretary 1. Security Council Secretary is an officer providing the implementation of the tasks entrusted to the Security Council the tasks and functions.

3. the powers of the Secretary of the Security Council shall be determined by the President of the Russian Federation.
4. the Secretary of the Security Council is obliged to report in the manner specified by decrees of the President of the Russian Federation, on the occurrence of the personal interest in the performance of official duties that causes or may cause a conflict of interest, as well as to take measures to prevent or resolve such conflict. 2. The procedure for the Organization and conduct of the meetings and meetings of the Security Council shall be determined by the President of the Russian Federation.
Article 18. Security Council decisions 1. Security Council decision taken at its meetings and the meetings of the permanent members of the Security Council in accordance with the procedure determined by the President of the Russian Federation. The permanent members of the Security Council have equal rights when making decisions.

Chapter 4. Final provisions Article 19. About repealing certain legislative acts (provisions of legislative acts) of the Russian Federation and void: 1) the law of the Russian Federation from March 5, 1992-2446 N I "security" (Gazette of the Congress of people's deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1992, no. 15, p. 769);
2) the Decree of the Supreme Council of the Russian Federation from March 5, 1992 year 2446 N/I-I "on the entry into force of the law of the Russian Federation on security" (Gazette of the Congress of people's deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1992, no. 15, St. 770);
3) law of the Russian Federation dated December 25, 1992 N 4235-I "to supplement article 14 of the law of the Russian Federation" about security "(Gazette of the Congress of people's deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1993, N 2, art. 77);
4) the Decree of the Supreme Council of the Russian Federation dated December 25, 1992 N 4236-I "on the procedure for enacting the law of the Russian Federation" to supplement article 14 of the law of the Russian Federation "about security" (Gazette of the Congress of people's deputies of the Russian Federation and the Supreme Soviet of the Russian Federation, 1993, N 2, art. 78);
5) article 9 of the Federal law dated July 25, 2002 N 116-FZ "on amendments and additions to some legislative acts of the Russian Federation in connection with the improvement of public administration in the field of fire safety" (collection of laws of the Russian Federation, 2002, no. 30, art. 3033);
6) article 2 of the Federal law dated March 7, 2005 year N 15-FZ "on amending certain legislative acts of the Russian Federation and repealing certain provisions of the legislation of the Russian Federation in connection with the implementation of measures to improve public administration in the field of defence and protection of the State border of the Russian Federation" (collection of laws of the Russian Federation, 2005, no. 10, p. 763);
7) article 1 of the Federal law dated July 25, 2006 year N 128-FZ "on amending certain legislative acts of the Russian Federation with regard to clarifying the requirements for the replacement of State and municipal posts" (collection of laws of the Russian Federation, 2006, N 31, art. 3427);
8) article 3 of the Federal law dated March 2, 2007 year N 24-FZ "on amending certain legislative acts of the Russian Federation with regard to clarifying the requirements for persons who substitute public or municipal offices, as well as State or municipal service" (collection of laws of the Russian Federation, 2007, no. 10, p. 1151);
9) article 1 of the Federal law dated June 26, 2008 year N 103-FZ "on amending certain legislative acts of the Russian Federation in connection with the improvement of public administration in the area of customs" (collection of laws of the Russian Federation, 2008, no. 26, p. 3022).
Article 20. The entry into force of this federal law this federal law shall enter into force on the day of its official publication.
