Article 7 1. This Federal Law shall enter into force 30 days after its official publication, except for articles 1 and 3 of this Federal Law. 2. Article 1 of this Federal Law shall enter into force on 1 January 2011. 3. Article 3 of this Federal Law shall enter into force on 1 January 2010. 4. Provisions of the Federal Law of 12 June 2002 No. 67-FZ " On the basic guarantees of electoral rights and the right to participate in the referendum of Russian citizens The Federation " (in the wording of this Federal Act) shall not apply to the legal relations arising from the election held prior to the day of the entry into force of this Federal Law.
