RUSSIAN FEDERATION FEDERAL LAW About the ratification of the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflicts Adopted by the State Duma on 6 June 2008 Approved by the Federation Council on 18 June 2008 Ratify the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict of 25 May 2008 on behalf of the Russian Federation in the city of New York on 15 February 2000 In 2001, with the following statement: Russian Federation, under article 3, paragraph 2, of the Optional Protocol, states that under Russian law, citizens under the age of 18 cannot be citizens The Russian Armed Forces are called upon to serve in the Armed Forces of the Russian Federation. They cannot be contracted for military service. In accordance with the legislation of the Russian Federation, citizens who have reached the age of 16 have the right to enrol in military educational institutions of vocational education. When enrolled in these institutions, they acquire the status of military conscripts. The legislation of the Russian Federation guarantees that such citizens enter into a contract of military service when they reach the age of 18, but not before they have completed their first year of study in these educational establishments.
