Citizens who have been removed from military educational establishments of vocational education or training military centres at the federal State educational establishments of higher vocational education for lack of discipline, failure or unwillingness to learn or refuse to enter into contracts for military service, as well as citizens who have completed the specified educational institutions and dismissed from the military service earlier than the duration of the contract of military service, on the basis of "d", "e" and "z" of paragraph 1, subparagraphs (c) and (d) of article 51, paragraph 2, of this Federal Act, reimburse the federal budget for their military or special training. These citizens shall not reimburse the federal budget for the performance of their military duties during the training period. The Government of the Russian Federation determines the procedure for calculating reimbursement. When concluding contracts for military service with citizens studying at military educational establishments of vocational training, the condition for reimbursement of the funds referred to in this paragraph, as well as the size of the contracts Reparations shall be included in the military service contract. "; 3) the first paragraph of article 38, paragraph 5, should be supplemented with the words", and for an indefinite period (before the age limit for military service) ".
