The flight crew of a given aircraft of a foreign national is permitted only for the period of its preparation in order to gain access to the air operations of passengers, luggage, cargo and mail in the air A vessel of a certain type, provided that the foreign citizen is not acting as commander of the aircraft of the Russian Federation.
