This paragraph defines the procedure for the establishment of the rates of export customs duties on crude oil (the code of the Russian VEA) and certain categories of petroleum-derived products, the list of which is determined by the Government of the Russian Federation. The Government of the Russian Federation sets the rates of export customs duties on oil, taking into account the average price of crude oil in the world oil markets (Mediterranean and Rotterdam) for the last one. The monitoring period shall be effective from the second number of the second calendar month following the end of the monitoring period. The Government of the Russian Federation monitors the price of crude oil in the world oil markets (Mediterranean and Rotterdam crude oil) in order to determine the average price during the monitoring period. The period of monitoring of oil prices in the world oil markets (Mediterranean and Rotterdam) is every two calendar months beginning 1 November 2001. (Paragraph 6 of article 1 is no more effective-Federal Law of 3 December 2008. N 234-FZ ) The rates of export customs duties on crude oil should not exceed the ceiling rate of the duty, calculated as follows: World oil markets (Mediterranean and Rotterdam) stamps up to 109.5 US dollars per tonne (inclusive)-at 0 per cent; Jurals on world oil markets (Mediterranean and Rotterdam) $109.5 per ton, but not more than $146 per ton (inclusive), up to 35 per cent of the difference between the average oil price monitoring period in United States dollars per tonne and $109.5 per tonne; if the average price of the crude oil (Mediterranean and Rotterdam) crude oil (Mediterranean and Rotterdam) crude oil was exceeded for 1 ton, but no more than $182.50 per tonne, (inclusive)-in the amount not exceeding $12.78 per ton and 45 per cent difference between the average oil price monitoring period in United States dollars per ton and $146; , when the average crude oil price was exceeded in the world oil commodity markets. For certain categories of goods produced from oil, the rates of export customs duties are calculated according to formulae set by the Government of the Russian Federation. The rates of export customs duties on oil raw and certain categories of oil produced from oil are fixed for a period of two calendar months. Decisions of the Government of the Russian Federation on the modification of the rates of export customs duties on oil, and certain categories of goods produced from oil, should be published in one of the official publications of the Russian Federation later than 10 days before the date of entry into force of the said decisions.
