RUSSIAN FEDERATION FEDERAL LAW on ratification of the Treaty on cooperation among States members of the Commonwealth of independent States in combating terrorism adopted by the State Duma on December 15, 2004 the year approved by the Federation Council December 24, 2004 year to ratify the Treaty on cooperation among States members of the Commonwealth of independent States in combating terrorism, done at Minsk on June 4, 1999 (hereinafter-the agreement), with the following reservations: 1) in the application of this Treaty, the Russian Federation would proceed from the following : and) against members of the armed forces and other persons are members of the anti-terrorist units of the Russian Parties involved in anti-terrorist activities in the territories of the States members of the Commonwealth of independent States shall not apply laws of the host Party. In any case, they are under the jurisdiction of the Russian Federation;

2), the Russian Federation does not consider itself bound by paragraph 2 of article 4 of the Treaty.
3), the Russian Federation reserves the right to apply paragraph 3 of article 13 of the Treaty only in respect of special funds and materials to ensure special anti-terrorist units, the list of which is approved by the Government of the Russian Federation. Approving and content of the specified list, as well as changes to the depositary of the Treaty, the Russian Federation, the Executive Committee of the Commonwealth of independent States.
