RUSSIAN FEDERATION FEDERAL LAW On introducing amendments and additions to legislative acts of the Russian Federation in connection with the adoption of Federal Law "About compulsory insurance of civil liability of vehicle owners" Adopted by the State Duma on April 3, 2002 Approved by the Federation Council on 10 April 2002 class="ed">(In the federal laws of 26.10.2002) N 127-FZ; of 07.02.2011 N 3-FZ) Article 1 1. Amend the Federal Law of 10 December 1995 No. 196-FZ "On road safety" (Assembly of Russian legislation, 1995, N 50, sect. 4873) the following additions and changes: Article 16 is supplemented by paragraph 3, reading: " 3. Owners of vehicles must make compulsory insurance of their civil liability in accordance with federal law. For vehicles whose owners have not performed the duty, no State technical inspection and registration shall be carried out. "; Article 19: to add a new paragraph 2 to read: " 2. It is prohibited to use vehicles whose owners are not satisfied with the statutory duty to take insurance of their civil liability. "; paragraph 2, paragraph 3; , article 20, paragraph 1 add a paragraph to read as follows: "enforce the federal statutory liability for motor vehicle owners ' civil liability insurance." 2. To amend the Code of the Russian Federation on Administrative Offences (Assembly of Russian Federation Law, 2002, No. 1, art. Article 1, paragraph 4, of this Law shall enter into force on the date of its official publication. 3. Article 1, paragraph 2, of this Federal Act shall enter into force on 1 January 2004.
