RUSSIAN FEDERATION FEDERAL ACT on the temporary ban on human cloning adopted by the State Duma April 19, 2002 onwards (as amended by the Federal law dated 29.03.2010 N 30-FZ) this federal law imposes a temporary ban on human cloning, on the basis of the principles of respect for the person, recognition of the value of the individual, the need to protect human rights and freedoms and given understudied biological and social consequences of human cloning.
With the prospect of the use of existing and emerging technologies of cloning organisms provides for the possibility of extending the ban on human cloning or its abolition with the accumulation of scientific knowledge in this area, determine the moral, social and ethical norms in the use of human cloning.
Article 1. A temporary ban on human cloning impose a temporary ban on human cloning pending the entry into force of the Federal law establishing the procedure for the use of the technology of cloning organisms to human cloning. The effect of this federal law shall not apply to organisms cloning for other purposes. (As amended by the Federal law dated 29.03.2010 N 30-FZ), Article 2. Basic concepts in the present Federal law uses the following concepts: human cloning is to create a human being genetically identical to another living or deceased human being, by transferring the kernel cage without any sexual female somatic human cells;
human embryo-embryo at the stage of development of up to eight weeks.
Article 3. On the import into the territory of the Russian Federation and the export from the territory of the Russian Federation human cloned embryos for the duration of this federal law prohibit the importation into the territory of the Russian Federation and removal from the territory of the Russian Federation from cloned human embryos.
Article 4. Liability for violation of this federal law, violators of this federal law, shall be liable in accordance with the legislation of the Russian Federation.
Article 5. On the entry into force of this federal law this federal law shall enter into force one month from the date of its official publication.
