RUSSIAN FEDERATION FEDERAL LAW On the budget of the Federal Fund Compulsory Medical Insurance for 2003 adopted by the State Duma on December 18, 2002 Approved by the Federation Council on 27 December 2002 Article 1. To approve the budget of the Federal Compulsory Medical Insurance Fund (hereinafter the Fund) for 2003 on income of 5,314.33 million dollars. The total cost of the project is estimated as 19.2 billion rubles. -Ruble. Identify the sources of internal funding for the Fund's budget deficit in accordance with Annex 1 to this Federal Act. Article 2. To establish that the income of the Fund's budget for 2003 is generated by taxes, insurance contributions and other income in amounts in accordance with Annex 2 to this Federal Act. Article 3. To approve the Fund's expenditure pattern for 2003 in accordance with annex 3 to this Federal Act. Article 4. To establish that the subventions, if unearmarked, are to be returned to the Fund within the time limits established by the Board of the Fund. Article 5. Set the Fund's rationed financial reserve for 2003 in the amount of $350.0 million. -Ruble. These funds shall be reserved for critical situations with the financing of compulsory health insurance programmes and shall not be free of funds. The Fund's ration of the financial resources of the Fund is established in the manner determined by the Board of the Fund. Article 6. To establish that the funds under the budget line of the Fund "The cost of equalizing the financial conditions of the operation of the compulsory health insurance funds in the framework of the basic compulsory health insurance scheme" up to 10 per cent are allocated to regional targeted programmes for the protection of mothers and children. Article 7. To establish that funds received in 2003 for the Fund's budget in excess of the amounts set out in this Federal Act are aimed at equalizing the financial conditions of the territorial funds of compulsory health insurance in the framework of the Fund. Basic programme of compulsory health insurance, funding of regional targeted programmes for the protection of mothers and children, as well as funding of targeted medical assistance programmes for compulsory health insurance in the amounts determined by the Pension Board. Article 8. This Federal Act shall enter into force on 1 January 2003.
