To grant in 2000 to the Ministry of Labour and Social Development of the Russian Federation the right of cancellation of funds to be transferred to the federal part of the Employment Fund from the territorial bodies of the employment service. Article 7. To establish that employers pay monthly insurance premiums at the time of receipt of funds for work in the institutions of the banks for the past month, but not later than the 15th of the month following the month for which insurance premiums are calculated. Article 12. OF THE PRESIDENT OF THE RUSSIAN FEDERATION The quarterly performance of this budget is entitled to submit proposals to the State Duma of the Federal Assembly of the Russian Federation on the adjustment of the budget of the Fund for Employment established by this Federal Law. Article 13. Articles 4 to 11 of this Federal Act apply before the federal law on the budget of the State Employment Fund of the Russian Federation for 2001 enters into force. Article 14.
