RUSSIAN FEDERATION FEDERAL LAW On Amendments and Additions to Federal Law "About Veterans" Adopted by the State Duma on November 17, 1999 Approved On December 23, 1999, the Federation Council of the Russian Federation (In the wording of the federal laws of 24.07.2009) N 213-FZ; of 02.07.2013 N 185-FZ Article 1. To amend and supplement the Federal Law of 12 January 1995 No. 5-FZ "On Veterans" (Collection of Laws of the Russian Federation, 1995, N 3, Art. 168; 1998, N 47, sect. 5703, 5704), restating it as follows: " FEDERAL LAW About Veterans This Federal Law establishes legal guarantees for the social protection of veterans in the Russian Federation for the purpose of creating The conditions that give them a life of dignity, active work, honor and respect in society. Chapter I. GENERAL PROVISIONS Article 1. The categories of veterans The following categories of veterans are established as veterans of the Great Patriotic War, taking into account the merit of defending the Fatherland, impeccable military service, other public service and lengthy conscientious work. The list of military units, headquarters and institutions of the current army during the Great Patriotic War is defined by the Government of the Russian Federation. The list of cities whose participation in defence is counted as a service for the purpose of receiving pensions on favourable terms for members of the military units of the current army is determined by the legislation of the Russian Federation. 3. The procedure and conditions for classiating other persons as veterans of the Great Patriotic War are defined in the legislation of the Russian Federation. Article 3. Combat Veterans 1. Article 5. Veterans of military service 1. Veterans of work are persons awarded with orders or medals or awarded honorary titles of the USSR or the Russian Federation, or awarded by departmental decorations and seniority required for the purpose of pension old age or length of service; persons who have started working as minors during the Great Patriotic War and have worked for at least 40 years for men and 35 years for women. 2. The State Policy on Veterans , the State Veterans Policy provides: 1) the creation of appropriate structures for veterans affairs in public authorities; 2) Development and execution of targeted State and local programmes for the social protection of veterans, ensuring the realization of the rights and benefits established by this Federal Law and other legal acts for veterans and members of their families; 3) allocation from the federal budget, budgets of subjects of the Russian Federation and the local budgets necessary for the implementation of the programmes referred to in this article; 4) promotion through the mass media of the importance of conscientious military service and work, The importance of state awards for feats and labor feats. Article 9. The organizational bases for the implementation of the functions of the Veterans State Authorities 1. The implementation of the State policy on veterans is carried out by the federal authorities, the State authorities of the constituent entities of the Russian Federation and the local authorities. 2. Article 10. Financing of veterans ' social protection measures 1. The procedure for the reimbursement of expenses referred to in this article shall be approved by the Government of the Russian Federation and the executive authorities of the constituent entities of the Russian Federation, respectively. Additional funds for the social protection of veterans established by this Federal Law may be obtained from any source not prohibited by law. Article 11. Russian Federation Law on Veterans 1. The legislation of the Russian Federation on veterans consists of this Federal Law, other federal laws and other normative legal acts. 2. If an international treaty to which the Russian Federation is a party establishes rules other than those established by this Federal Act, the rules of the international treaty shall apply. 3. Rights and benefits, as well as other measures of social protection for veterans and members of their families, previously established by the legislation of the USSR and the legislation of the Russian Federation, cannot be revoked without equivalent substitution. 4. Federal laws and other normative legal acts, laws and other normative legal acts of the constituent entities of the Russian Federation, which restrict the rights and benefits provided for in veterans, are null and void. 5. OF THE PRESIDENT OF THE RUSSIAN FEDERATION Self-government, enterprises, institutions and organizations may, within the limits of their competence and the means available to them, decide on additional measures for the social protection of veterans not covered by this Federal Act. Article 12. The scope of application of this Federal Law This Federal Act applies to citizens of the Russian Federation, as well as to foreign citizens and stateless persons residing permanently in the territory of the Russian Federation, to the categories of veterans referred to in articles 2 to 4 of this Federal Act. The rights and benefits of foreign citizens and stateless persons belonging to the categories of veterans mentioned in articles 2 to 4 of this Federal Act, temporarily residing or temporarily staying in the territory of the Russian Federation, are defined. OF THE PRESIDENT OF THE RUSSIAN FEDERATION Chapter II: SOCIAL PROTECTION OF VETERANS Article 13. The content of social protection for veterans 1. Social protection of veterans provides for the implementation of a system of measures aimed at creating conditions that ensure the economic and moral well-being of veterans, providing them with additional rights and guaranteeing veterans privileges: 1) pension, taxation, payment of benefits in accordance with the laws of the Russian Federation; 2) acquisition, acquisition, construction and maintenance of residential premises; 3) payment for utilities and trade services; 4) Medical, prosthetic and orthopaedic services, sanatorium-resort treatment, provision of medicines and medical products; 5) providing vehicles and travel; 6) employment, Training, retraining and working conditions; 7) to use the services of institutions of communication, cultural and entertainment facilities; 8) to receive social, social and legal services Help. 2. Measures for the social protection of persons with disabilities in war 1.
