RUSSIAN FEDERATION FEDERAL LAW About subsoil areas that can be granted under the product section (North Astrakhan Perspective) State Duma adopted on 14 April 2000 Approved by the Federation Council on 19 April 2000 Article 1. To take the North-Astrakhan perspective, located in the Astrakhan region, to the objects the right of use of which can be granted under the terms of the production section. Article 2. The object referred to in article 1 of this Federal Law refers to the list of subsoil areas for which the negotiation and negotiation may take place from the date of the entry into force of this Federal Act. Agreement on prospecting, exploration and production of mineral raw materials under the terms of the production section. Negotiation and conclusion of agreements on prospecting, exploration and production of mineral raw materials under the conditions of the section of the products in respect of the subsoil area referred to in Article 1 of this Federal Law, on the joint decision of the Government of the Russian Federation. The Federation and the executive power of the Astrakhan region, without tenders and auctions, shall be carried out either with the legal entities that are the users of the specified subsoil area or with the participation of the users of the specified site under the mineral resources of legal entities or with the participation of users of the said section of the subsoil of the associations of legal entities. Transfer of rights and obligations under agreements on prospecting, exploration and production of mineral commodities under the terms of the product to third parties without the consent of the State is not permitted.
