paragraph 3 shall be amended as follows: "3. The reception of citizens in State and municipal educational establishments for secondary vocational, higher and postgraduate vocational education is carried out on a competitive basis on citizens ' applications.
Conditions of the contest should guarantee compliance with citizens ' rights to education and to ensure enrolment of citizens, the most capable and prepared to develop the educational program at the appropriate level.
Out of competition, subject to passing the entrance examinations in State and municipal educational institutions of secondary vocational and higher vocational education: children-orphans and children left without parental care;
children with disabilities, disabled persons in groups I and II, which according to the institutions of the State medical and social assessment service is not contraindicated training in relevant educational institutions;
citizens under the age of 20 years, with only one parent with a disability group I, if the average family income is below the subsistence level established by the relevant constituent entities of the Russian Federation;
citizens, retired from the military service and entering the relevant educational institutions on the basis of the recommendations of the commanders of military units, the participants in the hostilities and the disabled in the fighting.
Priority for admission in State and municipal educational institutions of secondary vocational and higher vocational education of citizens, retired from the military service. "
Article 2. The President of the Russian Federation and the Government of the Russian Federation to bring its normative acts in compliance with this federal law.
Article 3. This federal law shall enter into force on the day of its official publication.
