Article 8. Employers pay monthly State social insurance contributions at the same time as the receipt (transfer) of funds to banks or other credit organizations for the payment of wages to employees in the last month. These funds are credited to the single current account of the Fund and its implementing bodies. The amounts accrued in the premium are included in the cost of production (work, services). The
premiums paid to organizations outside the executive bodies of the Fund cannot be recognized as contributions to public social insurance. These amounts are arrears in public social insurance contributions and are charged to the employer by the Fund and the tax authorities in an indisputable manner. Article 9. The Government of the Russian Federation states that the list of payments to which no premium is paid is approved by the Government of the Russian Federation. Article 10. The Government of the Russian Federation will reimburse the Fund for the federal budget for the payment of benefits, sanatorium and health treatment and rehabilitation in accordance with the Russian Federation Act "On social protection of citizens exposed to radiation due to the Chernobyl disaster" in the amount of 593.00 million The debt is estimated at $177.60 million. In the period from 1994 to 1995, the total debt of the United States was $27.5 million. The total amount of the debt is estimated at $167.60 million. In 1997, the income of the dollar was $1 million. Article 13. To note that the Fund is writing off the penalties for the organizations that have paid their outstanding contributions to the Fund as at 1 April 1999 and are paying in full, in the following amounts: 100 Interest-on the settlement of arrears by 1 October 1999; 70 per cent to pay the arrears before 1 January 2000; 50 per cent to settle debts by 1 April 2000. With the partial settlement of outstanding premiums, the write-off of penalties is applied in proportion to the amount of the outstanding debt. Article 14. To establish that in 1999 the Fund will write off penalties and fines for late payment of mandatory payments by agricultural producers, enterprises and organizations of the agro-industrial complex in the amounts established as at 1 January 1999. Article 15. To establish that the Fund is allowed to use public securities and the promissory notes of credit and other organizations in accordance with the procedure established by the Government of the Russian Federation. Article 15 -1. To establish that the proceeds of the Fund's budget received in excess of the amounts provided for in article 2 of this Federal Act, as well as funds received as a result of the reduction in the cost of the temporary disability benefit provided for in the article 6 of this Federal Law, the Fund has the right to allocate additional funding for the costs of sanatorium-resort service and rehabilitation of the participants of the Great Patriotic War, workers and members of their families, as well as the acquisition New Year's gifts for children.
