Approve the budget of the Federal compulsory medical insurance fund (hereinafter Fund) in 1999 year by revenue in the amount of 1658.0 million. rubles, expenditures in the amount of 1648.0 million. rubles with an excess of income over expenditure in the amount of 10.0 million. rubles.
Article 2. Establish that the proceeds of the Fund's budget for the year 1999 is derived from the following sources: (millions of dollars) balance on January 1, 1999 year 12.2 premiums 1635.0 return of previously placed temporarily free funds 7.8 revenues from the use of temporarily free funds 3.0 Article 3. Send in the 1999 year budget of the Fund for the following purposes: (mln rubles) alignment of the financial conditions of the activity of the territorial compulsory medical insurance funds within the Basic program of compulsory health insurance, including insurance reserve 1378.6 normalized implementation of targeted programmes for medical assistance for compulsory health insurance including 165.8: maternal and child health 165.8 computerization of the system of compulsory health insurance 40.0 activities on training and retraining of specialists for the mandatory health insurance system 6.0 scientific researches in the field of compulsory health insurance 4.5 regional meetings and conferences 2.0 international cooperation relating to the compulsory health insurance Fund content 1.6 32.0 information and publicistic activity 1.5 miscellaneous 16.0 fund balance at the end of the year Article 10.0 4. Install standard insurance funds Reserve Fund in the year 1999 in the amount of 110.0 million. rubles. These funds are set aside in case of critical situations to the financing of programmes of compulsory medical insurance and are not free money.
Article 5. Install that on the expiry of the time limits of insurance contributions to the Fund and of the territorial compulsory medical insurance nevnesennaja the amount considered nedoimkoj and collected from the assessment of penalties. The nedoimke includes the amount identified in the audit of insurance contribution payer.
A fine shall be charged for each day of delay in the following sizes: on insurance contributions of employers and other payers-0.3 per cent of the amount of arrears;
on contributions of the executive authorities for compulsory health insurance the non-working population-0.1 per cent of the amount of arrears.
For late enrollment or transfer of premiums into the Fund and the territorial compulsory medical insurance, a credit institution shall be liable to three times the current refinancing rate of the Central Bank of the Russian Federation from the sum of the detained payment for each day of delay. Article 7. This federal law shall enter into force on the day of its official publication.
