Article 16 of the Russian Federal Law "On State Benefits to Citizens with Children" (Collection of Laws of the Russian Federation, 1995, No. 21, Art. 1929; 1998, No. 31, sect. (...) (...) The right to a monthly child allowance The right to a child's monthly allowance is one of the parents (adoptive parents, guardians or custodians) of each born, adopted, adopted, foster care (guardianship) a child up to the age of sixteen (a pupil at a general education institution, but not more than eighteen years of age) in families with a per capita income of less than or less than eighteen years of age of the subsistence minimum established in the constituent entity of the Russian Federation . Subjects of the Russian Federation are entitled to grant a monthly child allowance to families with a higher average per capita income than is provided for in the first part of this article, without subsequent reference to the amount of funds for that purpose at the federal budget and the federal budget of the constituent entities of the Russian Federation. The Government of the Russian Federation shall determine the procedure for accounting and calculation of the average per capita income to receive the monthly child allowance. The monthly child allowance is not paid to the guardians or tutors who receive, in accordance with the legislation of the Russian Federation, funds for the maintenance of children under tutorship (guardianship). " Article 2. The President of the Russian Federation and the Government of the Russian Federation shall bring their regulatory legal acts into conformity with this Federal Act. Article 3.
