Russian Federation amending Article 16 of the Federal Law on State Benefits to Citizens with Children Accepted by the State Duma on 24 June 1999 Approved by the Federation Council on 2 July 1999 Article 1. The right to a monthly child allowance The right to a child's monthly allowance is one of the parents (adoptive parents, guardians or custodians) of each born, adopted, adopted, foster care (guardianship) a child up to the age of sixteen (a pupil at a general education institution, but not more than eighteen years of age) in families with a per capita income of less than or less than eighteen years of age of the subsistence minimum established in the constituent entity of the Russian Federation .
