Article 3. Rights, benefits and guarantees established by law, including by this Federal Act, for disabled children under the age of 18 and their parents (persons in loco parentis) are also granted to persons between the ages of 16 and 18 with a group and their parents (persons in loco parentis). Article 4. The expenses of this Federal Act are financed from the federal budget. Article 5. Invite the President of the Russian Federation and instruct the Government of the Russian Federation to bring its normative legal acts into conformity with this Federal Law. Article 6.
