RUSSIAN FEDERATION federal law on subsoil plots, right of use which can be granted on conditions of production (subsoil plot "Northern Territories") adopted by the State Duma October 20, 1999 the year approved by the Federation Council November 11, 1999 year Article 1. Include subsoil plot "Northern Territories", which includes Hyl'chujuskoe, South Hyl'chujuskoe, Jarejjuskoe, Inzyrejskoe deposits of hydrocarbons and promising plot subsoil of the northern part of the Kolvinskogo megavala and Horejverskoj valleys and situated on the territory of Nenets autonomous area, the objects, the right of use which can be granted on conditions of production.
Article 2. The object specified in article 1 hereof, applies to the list of sites of mineral resources, including mineral deposits in respect of which, starting from the date of entry into force of this federal law, can be negotiated and be looking for agreement, the exploration for and exploitation of mineral resources under the conditions of production.
For the economic security of the Russian Federation negotiations and agreements on search, exploration and exploitation of mineral resources under the conditions of production in relation to the plot, referred to in article 1 hereof, by a joint decision of the Government of the Russian Federation and executive authority of the Nenets autonomous area without competitions and auctions in progress or with entities that are users of the specified plot, or created with the participation of users from the specified plot bowels of legal persons , or created with the participation of users from the specified plot subsoil associations of legal entities. Transfer of rights and obligations under agreements on search, exploration and production of mineral commodities on the terms of production sharing with third parties without the consent of the State is not allowed.
Article 3. This federal law shall enter into force on the day of its official publication.
