OF THE PRESIDENT OF THE RUSSIAN FEDERATION of the Russian Federation and the Supreme Soviet of the Russian Federation, 1993, 594; Legislative Assembly of the Russian Federation, 1996, No. 50, article 5610; 1997, N 29, st. 3507) changes and additions, as follows: " Article 11-1. Border clearance fee 1. In the case of border controls, the Russian Federation will be charged for border clearance, which is a compulsory payment throughout the territory of the Russian Federation. The fee for border clearance is an essential condition for the exercise of border control when leaving the Russian Federation. 2. The payments for border clearance are: natural persons crossing the State border of the Russian Federation (with the exception of physical persons-owners of the State border of the Russian Federation) (hereinafter referred to as natural persons); Natural and legal persons-owners of vehicles to be transported across the State border of the Russian Federation of vehicles (hereinafter vehicle owners). Any interested person has the right to pay a fee for the border clearance of another person, unless otherwise stipulated by the legislation of the Russian Federation. 3. The border clearance fee is exempt: natural persons in the Kaliningrad region from the rest of the territory of the Russian Federation and from the Kaliningrad region to the rest of the territory of the Russian Federation; owners of vehicles in the Kaliningrad region from the rest of the Russian Federation and from the Kaliningrad region to the rest of the Russian Federation; children under age 14 years; Persons with Disabilities I and II, as well as persons with disabilities from childhood of all groups; natural persons-owners of personal passenger vehicles, persons with disabilities I and II, as well as persons with disabilities from childhood of all groups; natural persons who are members of ad hoc groups to provide assistance in dealing with the effects of natural or man-made emergencies, as well as the owners of the vehicles identified as belonging to those groups; natural persons from military and civilian personnel of Russian troops to participate in peacekeeping operations activities of the multinational force or collective peace-keeping forces, as well as the owners of vehicles of the said forces; crew members, brigades, drivers of Russian and foreign vehicles Members of diplomatic missions, consular offices of the Russian Federation and members of their families, as well as members of diplomatic missions, consular offices of foreign countries; States in the Russian Federation and members of their families; OF THE PRESIDENT OF THE RUSSIAN FEDERATION Owners of personal vehicles, including those who manage the power of attorney, are members of diplomatic missions and consular offices of the Russian Federation, as well as diplomatic missions and consular officials.
