CHAPTER I. GENERAL PROVISIONS Article 1. Article 2. Article 3. Financing agro-industrial production 1. The State shall finance agro-industrial production from the federal budget, the budgets of the constituent entities of the Russian Federation and extrabudgetary sources. 2. The specific directions and levels of funding are set by the Government of the Russian Federation. 4. Financing of the development of agro-industrial production is permitted from local budgets and other sources, if this is not contrary to the legislation of the Russian Federation. 5. The Government of the Russian Federation establishes special funds for the implementation of State support for credit in the agro-industrial sector and determines the use of these funds. The Central Bank of the Russian Federation shall recover not more than 25 per cent of the discount rate of the Central Bank of the Russian Federation with funds from these funds. Article 15. Settlement system in agro-industrial production 1. The individual accounts of legal entities that are consumers (purchasers) of agricultural produce, raw materials and food, with producers (suppliers) located in the territory of the Russian Federation are produced for collection if Other payment order is not provided for in the contract.
