Establish that in 1997 year employment fund centralized at the federal level by 20 per cent deduction from amounts generated in the territories of the Russian Federation subjects of compulsory insurance contributions of employers and finances federal and interregional programmes to promote employment, as well as support for the territories with the tense situation on the labour market.
Article 5. Provide the Ministry of labour and social development of the Russian Federation the right to acceptance of decommissioning funds to be transferred to the federal portion of the territorial bodies of the Federal State employment service (hereinafter referred to as the employment service).
Article 6. Allow the Ministry of labour and social development of the Russian Federation and to provide employment service organizations in 1997 year installments on arrears on insurance contributions and surcharges, given their financial status on the basis of agreements concluded between the employment service and insurance contribution payers.
Suspend the accrual of interest charges on arrears of contributions to employment insurance for organizations that have concluded such agreements, for the period of their validity, subject to timeliness of payment of current charges.
Article 7. Establish that in 1997 year employers pay monthly premiums in terms of getting the banks funds for salaries in the past month, but no later than the 15th day of the month following the month for which the calculated premiums.
Employers who do not have accounts in banks, as well as paying the amount for payment of the proceeds from the sale of goods (execution of works, rendering services), pay the calculated premiums to 10-th day of the month following the month for which the calculated premiums.
Article 8. Establish that for organizations fully settled the arrears on contributions to employment insurance, timely and fully implementing current payments, accrued on the debt amount specified penalties are converted at the rate of 0.3 per cent for each day of delay in payment.
Article 9. Establish that the provisions of articles 4-8 of this federal law will remain in force until the adoption of the Federal law on the budget of the State Employment Fund of the Russian Federation for the year 1998.
Article 10. This federal law shall enter into force on the day of its official publication.
The effect of this federal law shall apply to legal relationships arising from January 1, 1997 year.
