RUSSIAN FEDERATION FEDERAL LAW About the budget of the State Employment Fund of the Russian Federation for 1997 adopted by the State Duma on 17 June 1997 Approved by the Federation Council on 3 July 1997 Article 1. To approve the budget of the State Fund for Employment of the Population of the Russian Federation (hereinafter referred to as the Employment Fund) for 1997 in the amount of $9,533.2 billion. To establish that in 1997 the funds of the Employment Fund are centralized at the federal level by deducting 20 per cent of the amount of compulsory insurance contributions of employers in the territories of the constituent entities of the Russian Federation and sent to Funding of federal and inter-regional programs to promote employment of the population, as well as to support the territories with the tense situation in the labor market. Article 5.
