RUSSIAN FEDERATION FEDERAL LAW On Amendments and Additions to Family Code of the Russian Federation adopted by the State Duma on June 19, 1997 Approved by the Federation Council on 5 November 1997 Article 1. In connection with the adoption of the Federal Act "On Civil Status Acts", add to Family Code of the Russian Federation, 1996, N 1, st. 16) the following changes and additions: 1. Paragraph 2 of article 13, paragraph 2, should read as follows: " If there are legitimate reasons for the local self-government authorities, at the place of residence of the persons wishing to marry, may, at the request of the person concerned, authorize the marriage of a person, at the age of 16. ". 2. In article 48: , in paragraph 1, the words "the civil registry office" should be deleted; , paragraph 3, should be deleted; , paragraphs 4 and 5 shall be read as paragraphs 3 and 4, respectively. 3. In article 59, paragraph 1, the words "16 years" shall be replaced by "14 years". 4. Article 73 should be supplemented by paragraph 6 as follows: " 6. The court must, within three days from the date of the entry into force of the court's decision to restrict parental rights, to send an extract from such a decision of the court to the civil registry office at the place of State registration of the birth of the child. " 5. Article 160, paragraph 3, should read: " 3. Dissolution of marriage between citizens of the Russian Federation or dissolution of marriage between citizens of the Russian Federation and foreign citizens or stateless persons committed outside the territory of the Russian Federation The laws of the foreign State concerned on the competence of the authorities which have taken the decision to dissolve the marriage and the law to be applied upon the dissolution of the marriage shall be deemed to be valid in the Russian Federation.
