RUSSIAN FEDERATION FEDERAL LAW On accession of the Russian Federation to the Constitution of the Council of Europe adopted by the State Duma on 21 February 1996 Federation 22 February 1996 Article 1. To join the Russian Federation in the Charter of the Council of Europe. Article 2: Expenditures related to the membership of the Russian Federation in the Council of Europe, including the costs of ensuring compliance with the obligations arising from the relevant international treaties, in the federal budget line in the expenditure section for international activities in accordance with the scale of assessments for the Russian Federation, including 1997 as a State with the status of the main payer of the Council of Europe.
