Supplement article 17, paragraph 2, to read: "natural persons of foreign States and stateless persons who have committed administrative offences on the continental shelf of the Russian Federation shall incur administrative liability on the same basis as physical entities of the Russian Federation."
2. The code shall be supplemented with articles 56-1, 2-56, 3-56, 57-1, 84-84, 5-6 as follows: "t s t b I 56-1. The illegal issuance of licenses (permissions), as well as the arbitrary change of conditions of licence (permit) to carry out activities on the continental shelf of the Russian Federation the illegal issuance of licences for regional geological exploration, search, exploration and development of mineral resources or harvesting of living resources of the continental shelf of the Russian Federation shall result in a fine on officials of up to 1,000 times the minimum wage.
The illegal issuance of authorization to conduct drilling operations, the creation of artificial islands, installations and structures, laying of submarine cables or pipelines used for the exploration and exploitation of mineral resources, resource or marine scientific research, the dumping of wastes and other matter on the continental shelf of the Russian Federation shall result in a fine on officials of up to 500 times the minimum wage.
An arbitrary change of conditions of licence (permit) on regional geological exploration, search, exploration and development of mineral resources or harvesting of living resources, drilling works, the creation of artificial islands, installations and structures, laying of submarine cables or pipelines used for the exploration and exploitation of mineral resources, resource or marine scientific research, the dumping of wastes and other matter on the continental shelf of the Russian Federation shall result in a fine on officials of up to 200 times the minimum wage.
The same acts committed by a person during the year were administratively recover for one of the offences covered by paragraphs 1, 2 or 3 of this article, punishable by a fine on officials of up to 2,000 times the minimum wage.
T s t b I 56-2. Violation of rules of derivation of submarine cables or pipelines on the territory of the Russian Federation, which can cause mineral deposits, harm to life or health, to harm living resources, marine flora or fauna or interfere with other legitimate activities on the continental shelf of the Russian Federation, shall result in a fine amounting to five hundred minimum wages with confiscation of the vessel and the shells of the offence or not.
The actions committed by a person during the year were administratively recover for one of the offences covered by paragraphs 1 and 2 of this article, is punishable by a fine of one to two thousand minimum wages with confiscation of the vessel and the shells of the offence.
T s t b I 56-3. Violation of rules of the resource or marine scientific research on the continental shelf of the Russian Federation

Violation of rules of the resource or marine scientific research, provided by resolution or international treaties of the Russian Federation, which has produced or could interfere with legitimate activities on the continental shelf of the Russian Federation, as well as unauthorized modification of marine scientific research programme on the continental shelf of the Russian Federation shall result in a fine of up to 1,000 times the minimum wage, with confiscation of the vessel and the shells of the offence as well as the results obtained or without research.
The same acts committed by a person during the year were administratively recover for violation referred to in paragraph 1 of this article, and harmed the living resources, marine flora or fauna, is punishable by a fine of one to two thousand minimum wages with confiscation of the vessel and the shells of the offence, as well as research findings obtained. 3) for violation of the rules, regulations and instructions on storage, use and integration of explosive materials in industries and on objects, bodies of the State-controlled mining supervision, head of federal body of State fuel oversight and his deputies-a fine of up to one minimum wage; Heads of State and County mining supervision and their deputies, chiefs of departments and inspections referred to offices and districts and their deputies-a fine of up to one half of the minimum wage; Chief State Inspector and State inspectors referred to offices and districts-a fine of up to one third of the minimum wage;

5. The code shall be supplemented with articles 219-1 and 219-2 as follows: "t s t b I 219-1.
