RUSSIAN FEDERATION FEDERAL LAW on the procedure of making, consideration and adoption of the Federal law on the federal budget for the year 1997 "adopted by the State Duma June 5, 1996 year approved by the Federation Council June 26, 1996 years this federal law defines the terms and procedure for consideration and adoption, the Federal law on the federal budget for the year 1997".

international treaties of the Russian Federation, which came into force for the Russian Federation and containing its financial commitments in the year 1997 including the unratified international treaties of the Russian Federation on State external loans and government loans;
Government borrowing programme in the Russian Federation and to provide government loans to foreign countries by the Russian Federation for the year 1997, the structure of the external debt of the Russian Federation on kinds of debt and by individual States in 1997;

total costs the federal budget as a whole.
