Article 1. The federal budget of the Federal Budget for 1996 in the amount of 1200.0 billion. The regions of the Far North and similar areas are located in the region of the Far North. Article 2. To approve the allocation of the funds referred to in article 1 of this Federal Act to the constituent entities of the Russian Federation, in whose territories the regions of the Far North and similar localities are situated (annex 1). Article 3. The Government of the Russian Federation shall ensure that these funds are transferred to the constituent entities of the Russian Federation in proportion to the size approved in article 2 of this Federal Act. Article 4. To establish that the funds allocated are directed by the State authorities of the constituent entities of the Russian Federation primarily for the relocation of citizens from closing towns, settlements and from the Polar stations, as well as to pensioners, the disabled and the unemployed. Article 5. Article 6. In the event of the adoption of legislation or regulations of the Russian Federation on the closure of enterprises and the liquidation of settlements for the citizens to be resetted, the length of service (stay) in the regions of the Far North shall be set at 1.0. Article 7. The right to receive a housing subsidy under this Federal Law has the citizens who have committed the year following the granting of subsidies to local self-government bodies, as specified in article 4 of this Federal Act. by the families of the contract of employment, the tenancy or the right of ownership of the accommodation. Citizens who receive housing subsidies under this Federal Act shall be forfeit the right to receive monetary compensation for the vacated accommodation at the place of delivery of the dwelling. Article 8. Housing subsidies are granted to citizens in non-cash form by transferring the subject of the Russian Federation to the developers (homeowners) of the chosen citizens of the places of resettlement, subject to the existence of treaties between them Construction (acquisition) of a dwelling. Article 2 of this Federal Act provides the relevant guarantee letters with a limit on the amount of the housing subsidy to be paid to the citizen. Article 9. The granting of subsidies to citizens shall be determined by the authorities of the constituent entities of the Russian Federation on the basis of the provisions of article 2 of this Federal Act. Article 10. The Court of Accounts of the Russian Federation shall establish operational control over the targeted use of the said budgetary allocations. Article 11. This law shall enter into force on the date of its official publication.
