Higher educational institution, its tasks and structure 1. The procedure for creating and reorganizing higher education establishments, licensing their activities and accreditation 1. Admission to higher education and training of specialists with higher and postgraduate studies professional education 1. The division of competence between federal (central) education authorities and other federal entities is established by federal laws and regulations on the relevant bodies approved by the Government of the Russian Federation. OF THE PRESIDENT OF THE RUSSIAN FEDERATION The Russian Federation has full powers outside the federal competence of the Russian Federation in the field of higher and postgraduate professional education. Article 26. State control over the quality of higher and postgraduate professional education 1. The use of natural resources by the higher educational institution is carried out in accordance with the procedure established by the legislation of the Russian Federation. 6. Article 28. Funding for higher education institutions 1. Article 29. Paid activities of higher educational institution 1. The higher educational institution, in accordance with its statutes, may carry out fee-paying activities in the field of education and in other fields, if this is not to the detriment of its main activity. The educational activities of the higher education institution cannot be carried out in exchange for the educational activities financed from the budget. Otherwise, the funds earned as a result of such activities shall be withdrawn by the founder (s) of the higher education institution. 2. State or municipal higher education institution shall be entitled, within the limits prescribed by the licence, to carry out, in addition to the State tasks (control figures) financed from the federal budget, the training of students specialists in relevant contracts with the cost of tuition in physical and/or legal entities in the amount agreed upon with the executive authority, the local government, in charge of which it is a higher educational institution is located. The higher education institution is responsible for the conclusion of contracts, the determination of obligations and other conditions that are not contrary to the legislation of the Russian Federation and the charter of the higher educational institution. Article 30. The pay of employees at the higher educational institution 1. Article 31. The pay and seniority of employees State administration of the highest and post-graduate vocational training 1. Chapter VI: INTERNATIONAL AND EXTERNALLY-ECONOMIC ACTIVITIES Article 33. Implementation of international cooperation of the Russian Federation in the field of higher and postgraduate professional education 1. Higher educational institutions are entitled to participate in the international cooperation of the Russian Federation in the field of higher and postgraduate vocational education by: 1) participation in bilateral and multilateral exchange programmes students, graduate students, doctoral students, teachers and researchers; (2) conducting joint research, as well as congresses, conferences, symposiums and other events; (3) the implementation of fundamental and Applied Scientific Research, as well as (...) Chapter VII. FINAL PROVISIONS Article 34. Entry into force of this Federal Law 1.
