To establish that the funds of the Employment Fund are centralized at the federal level by deducting 20 per cent of the amount of compulsory insurance contributions paid by employers in the territories of the constituent entities of the Russian Federation. Article 5. To give the Federal Employment Service the right to write off the funds to be transferred to the federal part from the accounts of the territorial bodies of the employment service. To recommend that the Federal Public Employment Service of the Russian Federation publish in 1996 the excess of income over expenditure of the Employment Fund in government securities issued by the Government. of the Russian Federation. Article 6. This law shall enter into force on the date of its official publication. This Federal Act applies to legal relations that have arisen since 1 January 1996.
