RUSSIAN FEDERATION federal law on the perpetuation of the victory of the Soviet people in the great patriotic war of 1941-1945 years passed by the State Duma April 19, 1995 onwards (as amended by the federal laws from 22/08/2004, no. 122-FZ;
from 09.02.2009 N 12-FZ; from 04.11.2014 N 332-FZ), based on the traditions of the peoples of Russia to keep and cherish the memory of the defenders of the homeland, those who gave their lives in the struggle for its freedom and independence, taking into consideration that caring about the participants, the veterans and victims of war is a historical duty to society and the State, taking into account people's Liberation, the nature of the great patriotic war, the participation of the peoples of Europe and the other continents the need for international cooperation in order to maintain world peace and harmony, to prevent manifestations of fascism in any form, is adopted by this federal law.
Article 1. Day 9 May victory day is a national holiday-day of victory. Victory day holiday and celebrated with a military parade and an artillery salute.

On the basis of relevant international agreements the Russian Federation provides construction, maintenance and restoration of monuments at burial sites of citizens of the USSR who died during the second world war, who are outside the territory of the Russian Federation.
Russian Federation facilitates the identification of graves of victims of the second world war, located on its territory, construction, conservation and restoration of monuments at the grave.
Article 9. The entry into force of this federal law this federal law shall enter into force on the day of its official publication.
