RUSSIAN FEDERATION FEDERAL LAW On perpetuation of the victory of the Soviet people in the Great Patriotic War 1941-1945 adopted by the State Duma on 19 April 1995 (In the wording of federal laws of 22.08.2004) N 122-FZ; dated 09.02.2009 N 12-FZ; dated 04.11.2014 N 332-FZ Based on the traditions of the peoples of Russia to preserve and protect the memory of defenders of the Motherland, those who gave their lives in the struggle for its freedom and independence, The veterans and war victims are a historical duty of the society and the state, , taking into account the people's, the liberation nature of the Great Patriotic War, the participation of the peoples of Europe and other continents, the need for international cooperation for the maintenance of universal peace and of the manifestations of fascism in any form, is adopted by this Federal Law. Article 1. Victory Day is a national holiday-Victory Day. The Victory Day is a non-working day and is marked annually by a military parade and an artillery salute. Military parades with the use of weapons and military equipment, the use of copies of the official symbol of the victory of the Soviet people in the Great Patriotic War-Victory Day are held in the capital of the Russian Federation Moscow, hero cities, as well as in the cities where the headquarters of the military districts, fleets, army units and the Caspian flotilla are deployed. (In the wording of Federal Law No. N 12-FZ) Artillery salute is produced in hero cities, as well as in cities where the headquarters of the military districts of, fleets, army units and the Caspian flotillaare stationed. Federal Law of 09.02.2009 N 12-FZ) The procedure for carrying out festive marches, meetings, rallies and demonstrations dedicated to the Victory Day shall be determined in accordance with the legislation of the Russian Federation. Article 2. The honor guard at the Tomb of Unknown Soldier in Moscow In the capital of the Russian Federation, in the capital of the Russian Federation, the Eternal Flame on the Tomb of the Unknown Soldier is established a permanent post of honor guard. Article 3. State awards and other insignia, related to the events of the Great Patriotic War Order of transfer, accounting, storage and exhibition of state awards and other decorations associated with the events of the Great Patriotic War of 1941-1945 The Russian Federation's laws on state awards are defined by the legislation of the Russian Federation. State awards and other decorations associated with the events of the Great Patriotic War cannot be excluded, except in the cases provided for in the legislation of the Russian Federation. Violation of Russian Federation law on state awards and other insignia related to the events of the Great Patriotic War entails criminal or administrative liability in accordance with the law of the Russian Federation. Article 4. State Prize of the Russian Federation C. Zhukova The annual State Prize of the Russian Federation named after the Marshal of the Soviet Union G. C. Zhukov for outstanding achievements in the field of military science and creation of military equipment, as well as for the best works of literature and art devoted to the Great Patriotic War. The State Prize of the Russian Federation named after Marshal of the Soviet Union C. Zhukov is defined by the regulation on the State Prize of the Russian Federation named after the Marshal of the Soviet Union G. C. Zhukov, approved by the President of the Russian Federation. Article 5. Monuments of the Great Patriotic War The monuments of the Great Patriotic War include sculpture, architectural and other memorial structures, and objects that perpetuate the memory of events, participants, veterans and victims of the Great Patriotic War Patriotic War. The federal executive authorities, the executive bodies of the constituent entities of the Russian Federation and the local self-government bodies are responsible for preserving the monuments of the Great Patriotic War and maintaining them in a state, " We have a proper and respectful attitude to the memory of the victory of the Soviet people in the Great Patriotic War. (In the wording of Federal Law of 22.08.2004) N 122-FZ ) Preservation and restoration of the Great Patriotic War monuments are ensured by the federal budget allocated to monuments of federal importance and budgets of the constituent entities of the Russian Federation Monuments of regional significance and local budgets-on the monuments of local (municipal) significance, as well as donations by individuals and legal entities. N 122-FZ) In the Russian Federation, monuments and other memorial structures and sites that perpetuate the memory of those killed in the Great Patriotic War are being constructed, preserved and restored. Article 6. Fighting the manifestations of fascism The most important direction of the state policy of the Russian Federation in perpetuating the Soviet people's victory in the Great Patriotic War is the resolute struggle against manifestations of fascism. The Russian Federation undertakes to take all necessary measures to prevent the establishment and activities of fascist organizations and movements on its territory. In the Russian Federation, it is prohibited to use in any form Nazi symbols as an insult to the multinational people and the memory of the victims in the Great Patriotic War. It is prohibited to display propaganda or public display of attributes or symbols of organizations that cooperated with groups, organizations, movements or persons found guilty of or guilty of a crime in accordance with the judgement of the International Military Tribunal for the trial and punishment of the principal war criminals of the European Axis (Nürnberg Tribunal) or the sentences of national, military or occupation-based tribunals based on the judgement International Military Tribunal for the Prosecution of War criminals of the European countries of the axis (of the Nürnberg Tribunal) or rendered during the Great Patriotic War, the Second World War. N 332-FZ) It is prohibited to display propaganda or public display of attributes or symbols of organizations (including foreign or international) denoting facts and findings International Military Tribunal for the Court and Punishment of the Chief Military Criminals of the European Axis (Nürnberg Tribunal) or sentences of national, military or occupation-based tribunals based on the judgement of the International Military Tribunal Tribunal for the trial and punishment of the main war criminals of the European Axis (Nürnberg Tribunal) or rendered during the Great Patriotic War, the Second World War. N 332-FZ) The list of organizations referred to in parts three and four of this article, as well as the attributes and symbols of the organizations concerned, shall be determined in accordance with the procedure established by the Government of the Russian Federation. The Government Programme of the Russian Federation, the Government of the Russian Federation, will develop and approve a targeted State programme to assist participants, veterans and victims of the Great Patriotic War. Provision of daily assistance to participants, veterans and victims of the Great Patriotic War, control over the granting of privileges to them and social guarantees are carried out in accordance with the laws and other legal acts on veterans, THE RUSSIAN FEDERATION Article 8. International treaties on assistance to participants of the Second World War and preservation of monuments related to Events of World War II Russian Federation ensures compliance International treaties on assistance to participants, veterans and victims of the Second World War. On the basis of the relevant international treaties, the Russian Federation ensures the construction, preservation and restoration of monuments in places of burial of the citizens of the Soviet Union, who perished during the Second World War. THE RUSSIAN FEDERATION The Russian Federation contributes to the identification of burial sites of the victims of the Second World War, located on its territory, construction, preservation and restoration of monuments in burial sites.
