Expired-the Federal law dated 28.06.2014 g. N 172-FZ of the RUSSIAN FEDERATION FEDERAL LAW on state forecasting and programmes of socio-economic development of the Russian Federation adopted by the State Duma on June 23, 1995 onwards this federal law defines the goals and content of public forecasts of social and economic development of the Russian Federation and programmes for socio-economic development of the Russian Federation, as well as the General procedure for developing these forecasts and programs.
Article 1. 1 concepts. State prediction of socio-economic development of the Russian Federation-system science-based ideas about the directions of socio-economic development of the Russian Federation, based on the laws of market economy.
Forecasting results of the State socio-economic development of the Russian Federation are used in making the legislative and executive authorities of the Russian Federation specific solutions in the field of socio-economic policy of the State.
2. the concept of socio-economic development of the Russian Federation-the system of views on the strategic objectives and priorities of socio-economic policy of the State, the most important directions and means of realizing these objectives.
3. the programme of socio-economic development of the Russian Federation-integrated system targets of socio-economic development of the Russian Federation and the planned State effective ways and means of achieving these targets.
Article 2. Public forecasts of social and economic development of the Russian Federation 1. The Government of the Russian Federation provides for development of public forecasts of social and economic development of the Russian Federation (hereinafter referred to as the forecast of socio-economic development) for the long, medium and short-term prospects.
2. socio-economic development Projections are developed on the basis of a comprehensive analysis of the demographic situation, the scientific and technological capacity accumulated wealth, social structure, the external position of the Russian Federation, the State of natural resources and perspectives change these factors.
3. projections of socio-economic development are developed for the Russian Federation as a whole, on economies and sectors of the economy by region.
Separately allocated forecast of development of the State sector of the economy.
Projections of socio-economic development based on a system of demographic, environmental, scientific and technical, foreign, social, as well as sectoral, regional and other predictions of certain socially important spheres of activity.
4. socio-economic development Projections are developed in several versions, taking into account the probability of the impact of internal and external political, economic and other factors.
5. socio-economic development Forecasts include quantitative and qualitative characteristics of the development of the macroeconomic situation, economic structure, technological development, foreign economic activity, the dynamics of production and consumption, the level and quality of life, environmental conditions, social structure, education, health and social welfare.
Article 3. State prediction of socio-economic development of the Russian Federation on the long term 1. Forecast of socio-economic development over the long term is developed every five years for a period of ten years.
2. on the basis of the socio-economic development over the long term, the Government of the Russian Federation organizes the development of the concept of socio-economic development of the Russian Federation for the long term.
3. the concept of socio-economic development of the Russian Federation specifies options for long-term socio-economic development of the Russian Federation defines the possible objectives of socio-economic development of the Russian Federation, ways and means to achieve those goals.
4. the procedure for development of the socio-economic development and the development of the concept of socio-economic development of the Russian Federation on a long-term basis determined by the Government of the Russian Federation.
5. Data of the socio-economic development and the concept of socio-economic development of the Russian Federation on a long-term perspective must be published.
6. Article 4. State and forecasting of socio-economic development program of the Russian

2. the procedure for development of the socio-economic development in the medium term is defined by the Government of the Russian Federation.
3. Prediction of socio-economic development in the medium term is subject to publication.
4. the first after taking office, the President of the Russian Federation a message in which he appealed to the Federal Assembly, contains a special section devoted to the concept of socio-economic development of the Russian Federation in the medium term.
5. In a special section of the message from the President of the Russian Federation is characterized by the State of the economy of the Russian Federation, are formulated and justified the strategic objectives and priorities of socio-economic policy of the State, the directions of these objectives, the most important tasks to be resolved at the federal level are key target macroeconomic indicators characterizing on socio-economic development of the Russian Federation in the medium term.
6. the Government of the Russian Federation is developing a programme of socio-economic development of the Russian Federation in the medium term on the basis of the provisions contained in the letter of the President of the Russian Federation.
7. the procedure for the elaboration of a programme of socio-economic development of the Russian Federation in the medium term is defined by the Government of the Russian Federation.
8. the programme of socio-economic development of the Russian Federation in the medium term should be included: evaluation of socio-economic development of the Russian Federation for the previous period and the characteristic of the State of the economy of the Russian Federation;
the concept of the socio-economic development programme of the Russian Federation in the medium term;
macroeconomic policies;
institutional change;
investment and structural policy;
agricultural policy;
environmental policy;
social policy;
regional economic policy;
foreign economic policy.
9. the programme of socio-economic development of the Russian Federation in the medium term appear to be officially by the Government of the Russian Federation to the Council of Federation and the State Duma.
Article 5. State forecasting and planning of socio-economic development of the Russian Federation for the short term 1. Forecast of socio-economic development in the short term is developed annually.
2. Annual address of the President of the Russian Federation, in which he appealed to the Federal Assembly, contains a special section devoted to the analysis of the implementation of the programme of socio-economic development of the Russian Federation in the medium term and to clarify the programme with allocation of tasks for the coming year.
3. the Government of the Russian Federation at the time of submission of the draft federal budget represents the State Duma following documents and materials: results of socio-economic development of the Russian Federation during the period of the current year;
prediction of socio-economic development for the coming year;
draft consolidated financial balance on the territory of the Russian Federation;
list of major socio-economic problems (tasks), which directed the policy of the Government of the Russian Federation in the coming year;
list of federal targeted programmes to be funded from the federal budget for the coming year;
inventory and supply products for Federal State needs to expanded nomenclature;
the proposed design development of the State sector of the economy.
The Government of the Russian Federation is, where necessary, draft federal laws providing for measures to realize the objectives of socio-economic development of the Russian Federation in the coming year.
4. in the list of federal targeted programmes shall contain: brief description of each of the implementation of federal targeted programmes, including specifying objectives, milestones and timelines for their implementation;
the execution results of the basic steps for moving federal targeted programmes;
the required funding for each of the measures taken to implement the federal targeted programmes in General and for years with indication of sources of funding;
funding for Federal programs through the federal budget in the coming year;
State customers programs.
5. Proposed public sector development projects include indicators to assess its functioning and development, acquisition and use of proceeds from the disposal of State property.
The proposed public sector development projects contain an assessment of the effectiveness of the use of federal property and shares, as well as a programme for improving the efficiency of the use of federal property.

6. Procedure for the consideration of the submitted documents and materials is determined by the State Duma during the discussion of the draft federal budget for the coming year.
7. The results of socio-economic development of the Russian Federation for the preceding year shall be submitted by the Government of the Russian Federation to the Council of Federation and the State Duma not later than February of the current year and must be published.
8. the Government of the Russian Federation and the Central Bank of the Russian Federation provide monthly monitoring of the State of the economy of the Russian Federation and publish information and statistical data on the socio-economic situation of the Russian Federation.
Article 6. Final provisions 1. This federal law shall enter into force on the day of its official publication.
2. To entrust the Government of the Russian Federation for a period of three months to devise and adopt normative legal acts necessary for the implementation of this federal law.
