RUSSIAN FEDERATION FEDERAL LAW on measures to provide humanitarian assistance to the Federal Republic of Yugoslavia in connection with the massive violation of human rights and of the Serb people in the Republic of Croatia, passed by the State Duma This year August 12, 1995 federal law creates legal conditions for providing humanitarian assistance to the Federal Republic of Yugoslavia (FRY) in connection with a massive violation of human rights and of the Serb people in the Republic of Croatia under United Nations Security Council sanctions against the Federal Republic of Yugoslavia.
Article 1. All Russian legal entities irrespective of their form of ownership, and citizens, registered in the Russian Federation as entrepreneurs, permitted implementation of foreign trade transactions with legal entities located on the territory of the FRY, if such transaction provide for export of goods and services in the FRY of humanitarian supplies, including medical supplies and foodstuffs, raw materials and equipment for their manufacture, fuel, agricultural products, construction equipment and building materials.
Article 2. All Russian legal entities and citizens allowed remittances and delivery of humanitarian supplies to address legal and physical entities of the FRY to assist victims of action by the armed forces of the Republic of Croatia the Serb people in the Republic of Croatia.
Article 3. All Russian transport organizations and owners of vehicles permitted to use vehicles for the delivery of humanitarian supplies to the Federal Republic of Yugoslavia.
Article 4. This federal law shall enter into force on the day of its official publication and is valid until the lifting of the sanctions of the UN Security Council against the Federal Republic of Yugoslavia.
