RUSSIAN FEDERATION FEDERAL LAW On measures to provide humanitarian assistance to the Federal Republic of Yugoslavia in connection with the massive violation of human rights and the Serbian people Republic of Croatia Adopted by the State Duma on 12 August 1995 This Federal Law creates legal conditions for the provision of humanitarian assistance to the Federal Republic of Yugoslavia (FRY) due to massive violations of rights and the Serb people in the Republic of Croatia in the context of the sanctions Report of the Secretary-General on the work of the Organization Article 1. All Russian legal entities, regardless of the form of ownership and citizens registered in the Russian Federation as entrepreneurs, are allowed to carry out foreign trade transactions with legal entities located in the territory of the Russian Federation. FRY, if these transactions involve the export to the FRY of goods and services of humanitarian use, including medical supplies and food, raw materials and equipment for their manufacture, fuel, agricultural products, Construction equipment and construction materials. Article 2. All Russian legal entities and citizens are authorized to transfer money and deliver humanitarian goods to the legal and natural persons of the FRY to assist the victim of the armed forces of the Republic of Croatia to the Serbian people in the Republic of Croatia. Article 3. All Russian transport organizations and owners of vehicles are allowed to use vehicles for the delivery of humanitarian supplies to the FRY. Article 4. This law shall enter into force on the date of its official publication and shall remain in effect until the lifting of the UN Security Council sanctions against the Federal Republic of Yugoslavia.
