Article 1. Article 2. The content of the economic support of district (municipal) newspapers 1. Article 3. The formation of the federal registry of district (municipal) newspapers 1. Article 4. The conditions for inclusion in the register of the district (municipal) newspapers 1. The registry can be included only one district (City) newspaper of the number published on the territory of the district (City) under the following conditions: If one of the founders of the district (City) newspaper is an elected body of local self-government, revision of the district (City) newspaper or other legal person;
If the founder of the district (City) newspaper is the revision of the district (City) newspaper or other legal person. While the district (City) newspaper is the recommendation of public associations, district (municipal) level;
If edited by the district (municipal) newspapers submitted financial-economic justification.
2. In the case of publications on the territory of the district (City) multiple newspapers competing for inclusion in the Roster, elected bodies and the head of the local government area (City) in conjunction with regional organizations, the Union of journalists of Russia, on a competitive basis, choose one of the above newspapers for making it in the Registry with the following key criteria: highest circulation, readership, circulation support in much of the region.
3. Are not eligible for inclusion in the register of district (municipal) newspapers of political parties and movements, specialized, reference, entertainment, advertising and erotic nature, as well as newspapers-digests.
Article 5. Conditions for the allocation of grants to finance the district (municipal) newspapers 1. Expenditure on economic support of district (municipal) newspapers, entries in the register are an integral part of the federal budget.
2. Establishes the following funding from the federal budget the costs of production and distribution of district (municipal) newspapers:

for urban newspapers and regional newspapers published in cities that are regional centres-not more than 50 per cent of the actual cost of printing services, paper and the Federal postal service services;
for rural regional newspapers-not more than 70 per cent of the actual cost of printing services, paper and the Federal postal service services;
for the district (municipal) newspapers published in the far North and similar areas, parts of the far East and mountainous areas of the Northern Caucasus,-not more than 80 per cent of the actual cost of printing services and paper and not more than 90 per cent of the actual cost of services the Federal postal service.
3. Funds from the federal budget to the development of material-technical base of the district (municipal) newspapers, entered in the register shall be determined by the Government of the Russian Federation, taking into account the proposals of commissions for the district (municipal) newspapers in the constituent entities of the Russian Federation.
Article 6. Financing arrangements for the district (municipal) newspapers 1. Budget allocations for the economic support of district (municipal) newspapers contemplated by the Federal law on the federal budget for the respective year and sent to the Federal Agency, which ensures the development and implementation of State policy in the field of media.
2. the distribution and transfer of funds allocated from the federal budget for the economic support of district (municipal) newspapers, carried out by the Federal Executive Body, ensuring the development and implementation of State policy in the field of the media, in accordance with the approved registry. (Article 6 as amended by federal law from 02.01.2000 N 15-FZ) Article 7. Liability for violation of this federal law 1. The intervention of organs of State power and bodies of local self-government in the professional activities of district (municipal) newspapers in the distribution of funds allocated from the federal budget, is not allowed.
2. Failure of the officials and other employees of State authorities and bodies of local self-government provisions of this federal law shall result in disciplinary and other liability in accordance with the legislation of the Russian Federation.
Article 8. On the entry into force of this federal law this federal law shall enter into force on the day of its official publication.
