The minimum wage fixed by Article 1 of this Federal Law is introduced by: enterprises, organizations and institutions financed from budget sources-for The accounts of the respective budgets; other enterprises, organizations and institutions-up to 1 September 1994, as we find their own funds for these targets. Article 3. Scholarships for students of educational institutions of higher vocational education, students of educational institutions of secondary and elementary vocational education, postgraduate students studying in service from Post-graduate studies of higher professional educational institutions education and research institutions, corresponding benefits and other social benefits are raised from 1 July 1994 based on Article 1 established of the present federal law of the minimum wage in accordance with the legislation of the Russian Federation. Article 4. The costs associated with the implementation of activities under Article 3 of this Federal Law are derived from existing sources of funding.
