RUSSIAN FEDERATION FEDERAL LAW About the ratification of the Agreement between the Russian Federation and the Republic of Kazakhstan on basic principles and conditions for the use of the cosmodrome "Baikonur" Adopted by the State Duma on 21 July 1994 Approved by the Federation Council on 7 October 1994 Article 1. Ratifying the Agreement between the Russian Federation and the Republic of Kazakhstan on the Basic Principles and Conditions for the Use of the Baikonur Cosmodrome, signed in Moscow on 28 March 1994. Article 2. The Government of the Russian Federation shall submit a lease to the State Duma for the ratification of the "Baikonur" complex between the Governments of the Russian Federation and the Republic of Kazakhstan after its conclusion. Article 6 of the Agreement, as well as the Federal Programme for the Development of Terrestrial Infrastructure of Space for 20 years. Article 3. The Government of the Russian Federation decided to open the financing for the rental of the Baikonur complex and for reimbursement of property losses and expenses of the Republic of Kazakhstan for the maintenance and operation of the Baikonur complex in 1992-1993.
