The Government of the Russian Federation shall submit to the State Duma of the Federal Assembly of the Russian Federation a draft federal law "On the federal budget for 1995", until 1 October 1994, with the following documents and materials: Preliminary results of the social and economic development of the Russian Federation for 1994, the concept and forecast of the social and economic development of the Russian Federation for 1995; Russian Federation for 1995; of the Russian Federation's financial balance for 1995; Basic principles and characteristics of the federal budget's relationship with the budgets of the constituent entities of the Russian Federation in 1995; of the Russian Federation's consolidated budget for 1995; draft federal budget for 1995 with quarterly distribution; federal programs and federal programs for the development of regions funding from the 1995 federal budget Sources of funding; the evaluation of the expected execution of the federal and consolidated budgets for 1994 and the report on the implementation of the federal and consolidated budgets for 1993; the federal budget for 1995. Prior to the consideration of the draft federal law "On the Federal Budget for 1995" in the first reading, the committees and commission of the State Duma shall submit to the State Duma Committee on Budget, Taxes, Banks and Finances on the mentioned above. The draft law, on the basis of which the State Duma Committee on Budget, Taxes, Banks and Finance is preparing the Consolidated Opinion of the committees and commissions of the State Duma on the draft federal law "On the federal budget for 1995" to the State Duma for consideration. When considering the draft federal budget law for 1995 in the first reading, the State Duma considers the concept of the draft federal budget for 1995, as well as the main directions of the budget and tax. The President of the Russian Federation, the Chairman of the Committee, Mr. In the first reading of the federal law on the federal budget for 1995, the State Duma adopted one of the following decisions: to create a conciliation commission from the State Duma and the Government of the Russian Federation to adjust the draft federal budget for 1995 on the basis of the recommendations set out in the Consolidated Opinion. During the following 20 days, the Government of the Russian Federation submits to the State Duma a new draft federal law "On the federal budget for 1995", taking into account the recommendations set out in the Consolidated Opinion. The bill is being resubmitted once. If rejected, the State Duma may express no confidence in the Government of the Russian Federation or decide to set up an appropriate conciliation commission. In the second reading, the State Duma considers and approves the basic characteristics of the federal budget for 1995, which includes: distribution, in the second reading of the Federal Law "On the Federal Budget for 1995". revenues from federal and federal budget revenues; federal budget revenues; Cost; federal budget expenditure. C t I am 7. In the event of failure to adopt the basic features of the federal budget for 1995, a conciliation commission of representatives of the State Duma and the Government of the Russian Federation is set up in the second reading, which is prepared within 10 days. The Federal Law "On the Federal Budget for 1995" of the Federation Council of the Federal Assembly of the Russian Federation shall be reviewed and approved in accordance with the procedure established by the Constitution of the Russian Federation. C t I am 12. In the case of the federal law on the federal budget for 1995, the federal law "On the financing of expenditures from the federal budget in the first quarter of 1995" is adopted. Prior to the adoption of the new version of the RSFSR Act, the provisions of articles 20, 21 and 22 are suspended. of the Act. C and I am 14.
