Legal regulation of relations in the field of protection of the population and territories from emergency situations is based on the universally recognized principles and norms of international law and carried out by this federal law, adopted in accordance with the federal laws and other regulatory legal acts of the Russian Federation, laws and other normative legal acts of the constituent entities of the Russian Federation. Bodies of local self-government within the limits of its powers can take municipal legal acts regulating relations arising in connection with the protection of the population and territories from emergency situations. Article 4. the realization of the rights and obligations of the population in the area of protection from emergencies, as well as those directly involved in their elimination;
international cooperation in the field of protection of the population and territories from emergency situations, including human security at water objects. State system of prevention and liquidation of emergency situations 1. Management bodies of the unified State system of prevention and liquidation of emergency situations are created at each level of the functioning of the unified State system of prevention and liquidation of emergency situations and include coordinating bodies of the unified State system of prevention and liquidation of emergency situations, ongoing controls of the unified State system of prevention and liquidation of emergency situations and the organs of the day-to-day management of the unified State system of prevention and liquidation of emergency situations.
2. Coordinating bodies of the unified State system of prevention and liquidation of emergency situations are Commission formed to ensure the coherence of the activities of the federal bodies of executive power, bodies of executive power of the constituent entities of the Russian Federation, bodies of local self government and organizations in the field of protection of the population and territories from emergency situations and fire safety.
3. 5. ensuring coordination of the day-to-day management of the unified State system of prevention and liquidation of emergency situations and civil defence (including the management of forces and means of the unified State system of prevention and liquidation of emergency situations, civil defence forces and means), the Organization of the information interaction of federal bodies of executive power, bodies of executive power of the constituent entities of the Russian Federation, bodies of local self government and organizations in solving problems in the field of protection of the population and territories from emergency situations and civil defence as well as measures of information support of decision-making in the field of protection of the population and territories from emergency situations and civil defence exercise: a) on the federal level, day-to-day management body (the national crisis management center), administered by the federal body of executive power, authorized by the decision of tasks in the field of protection of the population and territories from emergency situations, in the manner prescribed by the Government of the Russian Federation;
b) interregional and regional levels-day-to-day management bodies (crisis management centres), administered by the federal body of executive power, authorized by the decision of tasks in the field of protection of the population and territories from emergency situations, in the manner prescribed by the federal body of executive power, authorized by the decision of tasks in the field of protection of the population and territories from emergency situations.
6. Authorities and forces of the unified State system of prevention and liquidation of emergency situations in function mode: a) daily activities-in the absence of the threat of an emergency;
b) alert-with the threat of an emergency;

7. procedure of activity of authorities and forces of the unified State system of prevention and liquidation of emergency situations and the main activities carried out by those bodies and forces in daily activity, mode of high alert or emergency, shall be established by the Government of the Russian Federation.
8. When entering emergency mode depending on the effects of the emergency for the prevention and elimination of emergency forces and means of the unified State system of prevention and liquidation of emergency situations, the classification of emergency situations and the nature of the emergency, as well as other factors that affect the safety of the population and requiring additional measures for the protection of the population and territories from emergency situations , is set to one of the following levels of response:

a) facility the level of response by the head of the organization when emergency forces and means of the Organization, in a zone of an emergency situation, when a zone of an emergency situation is within the territory of that organization;

9. The decision of the President of the Russian Federation to the emergency involving, in accordance with the legislation of the Russian Federation of the forces and resources of federal bodies of executive power, including specially trained forces and means the armed forces of the Russian Federation, other troops and military formations, establishes a particular level of response.
10. Information in the field of protection of the population and territories from emergency situations, as well as on the activities of the federal bodies of State power, bodies of State power of the constituent entities of the Russian Federation, bodies of local self-government units and organizations in this area is transparent and open, unless otherwise provided by the legislation of the Russian Federation.

Article 10. b) organizes scientific research in the field of protection of the population and territories from emergency situations;

2. f) contribute to the sustainable functioning of the organizations in emergency situations;
w) pose with local self-government bodies standing authorities specially empowered to address challenges in the field of protection of the population and territories from emergency situations;

2-1. Local self-government bodies contribute to the Federal Executive authority authorized to address challenges in the field of protection of the population and territories from emergencies, the provision of sites for the installation and (or) to install specialized technical means of warning and informing the public of the mass people stay, as well as in providing existing technical devices for media distribution, allocation of broadcasting time for the purpose of alerting and informing the public about emergencies and prepare the population for protection against emergencies. 3. In the Russian Federation-the cities of federal importance Moscow, St. Petersburg and Sevastopol powers of local self-government bodies of the inner city municipalities in the field of protection of the population and territories from emergency situations will be governed by the laws of the constituent entities of the Russian Federation-Federal cities of Moscow, St. Petersburg and Sevastopol. The State management in the area of protection of the population and territories from emergency situations Article 12. The Federal Executive authority, designated to meet the challenges in the field of protection of the population and territories from emergency situations to implement the governance and coordination of the activities of the federal bodies of executive power in the sphere of protection of the population and territories from emergency situations created the authorized federal body of executive power. The specified federal authority has the right to create its subordinate territorial bodies. (As amended by federal law from 22/08/2004, no. 122-FZ) Article 13. Responsibilities of federal bodies of executive power in the sphere of protection of the population and territories from emergency situations 1. Federal bodies of executive power are organizing work in the area of protection of the population and territories from emergency situations, including human security at water objects in its field of activity and their sectors of the economy in accordance with this federal law and other normative legal acts of the Russian Federation. 2. Federal bodies of executive power: (a)) in relation to the subordinate organizations: develop and implement organizational and technical measures to improve the sustainability of the industry in emergency situations;
approve and publish, in accordance with federal requirements, industry standards and safety rules, production processes, products, as well as rules to protect workers from emergency situations;
provide development and realization of actions for strengthening radiation, chemical, biomedical, explosive, fire, environmental safety, as well as respect for the norms and rules of engineering and technical measures of civil defense for the design, construction and operation of the productive and social purposes;
Fund and provide interventions to prevent emergencies and conducting rescue and other urgent works in emergency situations;
organize and perform research, development, testing and design work on security issues;
b) vis-à-vis other organizations belonging to industry: carry out methodical guidance in dealing with the protection of workers from the emergency situations, improve the sustainability and safety of functioning of organizations;
develop and bring to the attention of the organizations industry requirements, normative documents on prevention and elimination of emergency situations, protection of workers organizations and population.
3. Heads of federal bodies of executive authorities are stipulated by the legislation of the Russian Federation responsible for the improper performance of the bodies in their tasks and exercise their functions in the field of protection of the population and territories from emergency situations.
4. Federal bodies of executive power to take decisions on education within the allocated appropriations and staffing units to meet the challenges in the field of protection of the population and territories from emergency situations.
5. Federal bodies of executive power, with specially trained and certified in the prescribed manner to the prevention and elimination of emergency situations, use them within the framework of the unified State system of prevention and liquidation of emergency situations impose high alert mode or emergency management authorities and forces of the unified State system of prevention and liquidation of emergency situations. b) to plan and carry out activities to improve the sustainability of organizations and life-sustaining activities of workers organizations in emergency situations;

f) create reserves of financial and material resources for the Elimination of emergency situations;
w) to provide information in the field of protection of the population and territories from emergency situations, as well as notify employees about impending or emergencies;
and) provide, in the prescribed manner to the Federal Executive authority authorized to address challenges in the field of protection of the population and territories from emergencies, for the installation of specialized technical means of warning and informing the public in places of mass stay people exercise in the prescribed manner the dissemination of information in order to provide early warning and informing the public about emergencies, preparing the population for the protection from emergencies by providing and (or) use of existing organizations of technical devices for the distribution of media products as well as communication channels, the allocation of broadcasting time in other ways. (Supplemented by federal law from 04.12.2006 N 206-FZ), head of the Organization, which could arise or an emergency situation, it enters the State of readiness or emergency for authorities and forces of the unified State system of prevention and liquidation of emergency situations and shall decide on a level of response and the imposition of additional measures for the protection of emergency workers and other citizens of the given organization in its territory. (Part is supplemented by federal law from 01/04/2012 N 23-FZ), head of the Organization, which could arise or an emergency, and designated head of works on liquidation of emergency situations is responsible for work on the prevention and elimination of emergency situations on the territory of the Organization, in accordance with the legislation of the Russian Federation and laws of constituent entities of the Russian Federation. The participation of NGOs in emergencies. public associations can participate in activities in the field of protection of the population and territories from emergency situations, including human security at water objects, in accordance with the legislation of the Russian Federation and with their charters. (As amended by the Federal law dated 19.05.2010 N 91-FZ) associations involved in dealing with emergencies, acting under the authority of the appropriate authorities of the unified State system of prevention and liquidation of emergency situations. At the controls of the unified State system of prevention and liquidation of emergency situations is responsible for issues involving members of associations to a zone of an emergency situation and it back, the Organization of accommodation, meals, salary, logistics, medical and other types of support to their activities in these conditions.
The participants of the liquidation of emergency situations from public associations shall receive appropriate training, as reaffirmed in the certification order.
Article 16. The involvement of the armed forces of the Russian Federation, other troops and military formations for emergencies

For elimination of emergencies may be specially trained forces and means the armed forces of the Russian Federation, other troops and military formations. The order in which their involvement is determined by the President of the Russian Federation in accordance with the legislation of the Russian Federation.
Article 17. The use of forces and means of the internal affairs agencies of the Russian Federation to the Elimination of emergency situations (as amended by federal law from 30.10.2007 г. (N) 241-FZ) If emergency response capabilities of the internal affairs agencies of the Russian Federation shall be exercised in accordance with the tasks entrusted to the bodies of Internal Affairs laws and other normative legal acts of the Russian Federation, laws and other normative legal acts of the constituent entities of the Russian Federation. The right of citizens of the Russian Federation in the field of protection of the population and territories from emergency situations 1. Citizens of the Russian Federation shall have the right to protect the life, health and property in case of emergencies;
in accordance with the plans of action for the prevention and elimination of emergency situations to use means of collective and personal protective equipment and other property of the executive authorities of the constituent entities of the Russian Federation, bodies of local self government and organizations designed to protect the population from emergency situations; (As amended by the Federal law of 08.03.2015 N 38-FZ) to be informed of the risks they could face in certain places of stay on the territory of the country, and the measures necessary security;
to apply in person, as well as direct to State bodies and bodies of local self-government, individual and collective appeals for the protection of the population and territories from emergency situations, including human security at water objects; (As amended by the Federal law dated 19.05.2010 N 91-FZ) to participate in the established order in the prevention and elimination of emergency situations;
on compensation for damage caused to their health and property due to emergencies;
on health care, compensation and social guarantees for the accommodation and work in the areas of emergency situations; (As amended by federal law from 22/08/2004, no. 122-FZ) to receive compensation and social guarantees for damage caused to their health while performing duties during emergencies; (As amended by federal law from 22/08/2004, no. 122-FZ) pensions in cases of incapacity for work due to injury or illness received while performing duties for the protection of the population and territories from emergency situations, in the manner prescribed for employees whose disability occurred as a result of an industrial injury;
pension survivor's pension of the deceased or the deceased from injury or disease resulting from the discharge of their duties to protect the population and territories from emergency situations in accordance with the procedure established for families of citizens killed or died of injuries received when performing a civic duty to save human life, protection of property and the rule of law;

2. the procedure and terms, types and amounts of compensation and social guarantees granted to citizens of the Russian Federation in accordance with paragraph 1 of this article shall be established by the legislation of the Russian Federation and laws of constituent entities of the Russian Federation. Duties of citizens of the Russian Federation in the field of protection of the population and territories from emergencies, citizens of the Russian Federation shall: comply with the laws and other normative legal acts of the Russian Federation, laws and other normative legal acts of the constituent entities of the Russian Federation in the field of protection of the population and territories from emergency situations;
comply with security measures in everyday life and everyday work, prevent violations of production and technological discipline, environmental safety requirements, which may lead to emergencies;

Chapter v: Preparation in the field of protection of the population from emergency situations

Promotion of knowledge in the field of protection of the population and territories from emergencies Propaganda of knowledge in the field of protection of the population and territories from emergency situations, including human security on the water bodies, is provided by Government, within a unified State system of prevention and liquidation of emergency situations, together with associations active in the field of protection and rescue, the Federal State authorities , State authorities of the constituent entities of the Russian Federation, bodies of local self-government organizations. The order of financial and material security measures to protect the population and territories from emergency situations Article 22. Funding for targeted programmes Financing target programmes for the protection of the population and territories from emergency situations, to ensure the sustainability of organizations is carried out in accordance with the legislation of the Russian Federation and laws of constituent entities of the Russian Federation.
Article 23. The financial support of the Government, specifically authorized the protection of population and territories against emergency situations of financial security of a federal body of executive power, the Executive authority of the Russian Federation, local self-government bodies, specially authorized to address challenges in the field of protection of the population and territories from emergency situations in accordance with this federal law, is spending commitment of the Russian Federation, respectively, , the subject of the Russian Federation and municipal education.

regional and intermunicipal nature (except for emergency situations in forests caused by forest fires) is spending the obligation to the constituent entities of the Russian Federation;
in borders (in the territory) municipal education (except for emergency situations in forests caused by forest fires) is a spending commitment of the municipality.

Reserves of financial and material resources for the liquidation of emergency situations are created in advance in order to attract the necessary emergency funds in case of emergency. These reserves are created by federal bodies of executive power, bodies of executive power of the constituent entities of the Russian Federation and bodies of local self-government.

Public examination of project documentation of especially dangerous, technically challenging, unique objects, objects of the defence and security project documentation high-risk, technically complex, unique objects, objects of defence and security is subject to public examination in accordance with the legislation of the Russian Federation on urban planning.

The relations related to the exercise of State supervision in the field of protection of the population and territories from emergencies, organizing and conducting inspections, the provisions of the Federal law dated December 26, 2008 year N 294-FZ "on protection of rights of legal persons and individual entrepreneurs at carrying out of State control (supervision) and municipal control."

Responsibility for violation of legislation of the Russian Federation in the field of protection of the population and territories against emergency situations of non-compliance or guilty of unfair execution of legislation of the Russian Federation in the field of protection of the population and territories from emergencies, establishing the conditions and preconditions for the emergence of emergencies, rejection of measures to protect the life and health of human beings and other criminal conduct on the part of officials and citizens of the Russian Federation shall bear disciplinary , administrative, civil and criminal liability, and Organization-Administrative and civil liability in accordance with the legislation of the Russian Federation and laws of constituent entities of the Russian Federation.
Chapter VIII. International treaties of the Russian Federation in the field of protection of the population and territories from emergency situations Article 29. International treaties of the Russian Federation if the international treaties of the Russian Federation stipulates other rules than those contained in the legislation of the Russian Federation in the field of protection of the population and territories from emergency situations, the regulations of the international agreements of the Russian Federation.
