W a c o n RUSSIAN FEDERATION about perpetuating the memory of the dead, in defending the Fatherland (as amended by the federal laws from 22/08/2004, no. 122-FZ;
from 03.11.2006 N 179-FZ; from 23.07.2008 N 160-FZ;
from 18/07 N 213-FZ; from 05.04.2013 N 52-FZ), respect for those who died in defending the fatherland or its interests is a sacred duty of all citizens.
Section I GENERAL PROVISIONS Article 1. Perpetuating the memory of the dead while defending the fatherland shall be to perpetuate memory: killed in military action, other combat missions or while performing duties for the protection of the fatherland;
killed while performing duty in the territories of other States;
died of wounds, bruises, injuries or diseases received when defending the motherland, regardless of the time of the occurrence of these effects, as well as missing during military action, other combat missions or when performing official duties;
the dead who died in captivity, which ended up in the prevailing battle conditions, but not lost their honour and dignity, not changed homeland.
Tribute and foreign citizens who had lost their lives in the protection of Russia.
In addition, perpetuated the memory of associations, connections, and institutions who distinguished themselves in defending the fatherland, but also perpetuates places fighting, entered into history as symbols of heroism, courage and fortitude of the people of our country.
Article 2. publications in mass media on the dead when defending the motherland, creating works of art and literature devoted to their exploits, organization of exhibitions;
naming those killed while defending the fatherland, streets and squares, geographical features, organizations, including educational organizations, agencies, military units and formations, ships and vessels;
listing the names of those who died in defending the motherland forever in the lists of personnel of military units, military professional educational organizations and military educational institutions of higher education;
establishment of observances that perpetuate the names of the martyrs while defending the fatherland.
By the decision of the bodies of State power and bodies of local self-government, public-State associations, public associations, and other activities can be undertaken on perpetuation the memory of those killed in defending the fatherland.

Ministry of defence of the Russian Federation: the authorized federal body of executive power to perpetuate the memory of the dead, in defending the fatherland, develops plans and programs of the military Memorial work; (As amended by federal law from 22/08/2004, no. 122-FZ) participates in the preparation of draft interstate agreements on the status of the military burials, located on the territories of other States, and the graves of soldiers of the armies of other States on the territory of the Russian Federation;
maintains records of war graves and the dead soldiers;
coordinates implementation activities to ensure search engine work, as well as for the certification of military graves in the territory of the Russian Federation and in the territories of other States;
together with foreign representatives involved in the exhumation of the remains of dead soldiers and their reburial;
participates in the Organization's propaganda exploits of soldiers killed while defending the homeland;
considering citizens ' requests to clarify the fate of missing relatives.
Military authorities: involved in work on disposal of (reburial) remains under the protection of the fatherland in the cases stipulated by this federal law; (As amended by federal law from 22/08/2004, no. 122-FZ) provide practical support to public associations in conducting research work, burial (reburial) mortal remains and the improvement of military graves; (As amended by federal law from 22/08/2004, no. 122-FZ)

carry out documentary acceptance of arms, military equipment and other materiel found during the search operation, conducted their study, registration and examination for further use;
participate in the identification and improvement of military graves, situated on the territory of other States carry out their accounting;
work to establish information about the dead and missing;
assist in preparing materials for Memory books.
Federal Security Service of the Russian Federation: (as amended by federal law from 22/08/2004, no. 122-FZ) maintains records of fatalities among its staff;
participates in the establishment of information about missing persons;
participates in the preparation of materials for the memory books.
The Ministry of Internal Affairs of the Russian Federation: provides public order while conducting a search operation;
in accordance with the established procedure accepts small arms discovered during research work;
maintains records of deceased servicemen of internal troops, private persons and officers of the internal affairs agencies;
participates in the establishment of information about missing persons;
determines the order in which the books of memory in the system of the Ministry.
The Ministry of Foreign Affairs of the Russian Federation: drafts of inter-State treaties and agreements on preservation and on military graves in territories of other States, the graves of soldiers of the armies of other States on the territory of the Russian Federation, as well as participating in the implementation of these treaties and agreements;
through diplomatic representatives and consular institutions of the Russian Federation in other States is to establish information about the missing during the fighting, armed conflicts and military duty on the territories of other States, organizes and carries out accounting and certification of military burials, as well as the reburial of human remains on the territory of other States; (As amended by the Federal law of 18 N 213-FZ) negotiates with the relevant organizations of the States on whose territories are military grave questions about establishing the graves Memorial signs, as well as their improvement;
regulates the visiting military graves of dead relatives on the territories of other States;
establishes an order of visiting war graves in the territory of the Russian Federation of relatives of dead (dead)-citizens of other States.
Foreign intelligence service of the Russian Federation: keeps records of the dead from among their staff;
participates in establishing the fate of missing persons;
participates in the preparation of materials for the memory books.
The Federal Executive Body in the field of media: (as amended by federal law from 22/08/2004, no. 122-FZ) provides for the publication of Russian polygraphic base memory books; (As amended by federal law from 22/08/2004, no. 122-FZ) provides regular reports in the media about wanted people killed, missing in action.
The Federal Executive Body in the field of culture and art: (as amended by federal law from 22/08/2004, no. 122-FZ) organizes events aimed at perpetuating the memory of the dead, in defending the fatherland;
takes part in the construction of monuments and memorials creating Museum exhibitions and exhibitions of federal importance, reconstruction of gravestones and monuments to the fallen of federal importance, classification and certification of military graves. Article 12. Financial and logistical support activities on perpetuation the memory of those killed in defending the fatherland, the costs of activities related to the perpetuation of the memory of the dead when defending the motherland, including the device separate territories and objects, historically associated with feats of defenders of the fatherland, and to organize exhibitions and other activities may be financed from the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets in accordance with the competence of the organs of State power and bodies of local self-government established by the present law, as well as voluntary contributions and donations from businesses and individuals. (As amended by the federal laws from 22/08/2004, no. 122-FZ; from 23.07.2008 N 160-FZ) maintenance and improvement of military graves, situated on the territory of other States, and the graves of soldiers of the armies of other States on the territory of the Russian Federation shall be carried out on the basis of inter-State treaties and agreements.
Order logistics activities under this Act to perpetuate the memory of the dead when defending the motherland is determined by the Government of the Russian Federation.
Article 13. Liability for violation of this law, all military burial, as well as monuments and other memorials and sites commemorating those killed in defending the fatherland, are protected by the State.
Persons guilty of violating this law bear administrative, criminal or other responsibility established by the legislation of the Russian Federation.
