R a w d e l I General provisions article 1. Concept and types of subsidies 1. Financial assistance within the Russian Federation republics, krais, oblasts, autonomous oblast, autonomous counties, cities of Moscow and St. Petersburg is available in the form of subsidies from the federal budget and non-budget funds in order to bring levels of socio-economic development of the regions of the Russian Federation.

R a w d e l (II) granting and use of SUBVENTIONS FROM the FEDERAL BUDGET Article 4. Appointment of subventions from the federal budget to 1. Article 14. Conditions for the granting of subventions from the extrabudgetary funds of 1. Eligible for subventions from extrabudgetary funds have organs of representative power of the Russian Federation republics, krais, oblasts, autonomous oblast, autonomous counties, cities, Moscow and St. Petersburg, in the prescribed manner have been granted the status of a region of the Russian Federation, in need of financial assistance.
2. Terms and conditions of subventions from the extrabudgetary funds of the Russian Federation republics, krais, oblasts, autonomous oblast, autonomous counties, cities of Moscow and St. Petersburg, eligible for subventions from extrabudgetary funds, determined by the statutes of the extrabudgetary funds.
3. A subvention from the extra budgetary funds allocated to the organs of representative power, shall be credited to the relevant articles of national development budgets and administrative-territorial entities or their extrabudgetary funds.
4. The share of extrabudgetary fund of subventions for the specific project or program may not exceed 80 per cent of capital investment recipient of subsidies allocated for the implementation of these investment projects or programmes.
5. The total number and volume of subventions, simultaneously received a body of representative power of extra-budgetary funds, shall not be restricted.
Article 15. Control over the provision and use of subventions from the extrabudgetary funds of 1. Extra-budgetary funds, carrying out subvencionnoe financing, in its activity is accountable to the Supreme Council of the Russian Federation.
2. Monitoring the use of subventions from the extra-budgetary funds is vested at the Budget Committee of the Supreme Council of the Russian Federation and the Ministry of Finance of the Russian Federation.
