---------- The Romanian Parliament adopts this law + Article 1 The honorary sign of Labor in the Public Service is granted to civil servants, no matter what category they belong to, who have 20, 25 and 30 years of activity in public office. ---------- Article 1 has been amended by section 1. 1 1 of art. III of LAW no. 189 189 of 24 October 2011 published in MONITORUL OFFICIAL no. 755 755 of 27 October 2011. + Article 2 (1) The Honorary Sign of Labor in the Public Service shall be presented in a single form: the mark. ... (2) Honorary sign The reward of Labor in the Public Service presents itself in the form of a silver Malta cross having in the center, in a medallion, inscribed with Latin numerals, gilded, data: "XX", "XXV", "XXX", representing the number of years of activity in public functions. ... ---------- Alin. III of LAW no. 189 189 of 24 October 2011 published in MONITORUL OFFICIAL no. 755 755 of 27 October 2011. + Article 3 The Regulation on the description and the way of granting the Honorary Sign the Labor Retribution in the Public Service, as well as the drawn model of the sign are provided in Annexes no. 1 and 2 which form an integral part of this law. + Article 4 (1) The Honorary Sign of Labor in the Public Service shall be conferred by decision of the Prime Minister, on the basis of the nominal proposals, formulated by the National Agency of Public Servants, by: ... a) the ministers and heads of the other specialized bodies in the central public administration-for civil servants in their own apparatus; ... b) Minister of Administration and Interior-for civil servants from the devolved services of ministries and other central bodies from administrative-territorial units; ... c) President of the National Agency of Public Servants-for civil servants of the local public administration; ... d) drivers of the autonomous ... (2) The decision of the Prime Minister shall be published in the Official Gazette of Romania, Part I. ... (3) The National Agency of Public Servants shall submit to the General Secretariat of the Government, by July 30 of each year, the centralizing lists of persons who meet the criteria to receive the Honorary Sign Public Service, from all public institutions empowered to make proposals. ... ---------- Article 4 has been amended by section 4. 3 3 of art. (3) On the reverse, central, the Romanian coat of arms is applied, gilded. (4) The mark is surmounted by a ring with a diameter of 2 mm, perpendicular to the insignia, through which a ring with a diameter of 17 mm is attached, through which the ribbon is spent. ... (5) The ribbon of the honorary sign is of blue moarat rips, crossed by 6 yellow bands, 2 mm wide; the ribbon is 35 mm wide and has the apparent height of 50 mm. On the back has a clamping system. ... (2) Honorary sign The reward of Labor in the Public Service, regardless of the category, is worn on the left side of the chest, according to all orders, crosses, medals and honorary signs. ... ---------- Alin. (3) Only the insignia of the last category received is always ... + Article 7 (1) Public servants proposed to be given Honorary Sign The reward of Labor in the Public Service must meet the following conditions: ... a) have an uninterrupted seniority in a public office of 20, 25 or 30 years; ... b) obtain at least the "good" rating following the evaluation of the individual professional performances in the last 5 years before the year in which the Honorary Sign of Labor in the Public Service is to be given. ... ---------- Alin. ((1) of art. 7 7 has been amended by section 11 11 of art. III of LAW no. 189 189 of 24 October 2011 published in MONITORUL OFFICIAL no. 755 755 of 27 October 2011. (2) The years of the last 5 years prior to the year in which the honorary sign is to be made are not taken into account if during this period those concerned: ... a) have obtained annual ratings below the "good" rating; ... b) have been sanctioned according to Law no. 188/1999 ... , republished, with subsequent amendments and completions. ---------- Alin. (3) Public servants who have had interruptions for more than 12 months in these positions cannot receive the Honorary Sign of Labor in the Public Service than with a lower category, even if the cumulative time amounts to 25 or 30 years of activity. ... (4) I am an exception to the provisions of para. (3) all cases of suspension of service of service, provided for in art. 81 81 para. ((1) of Law no. 188/1999 , republished, as well as all cases of termination of service relations on political grounds, between 1948-1989. ... (5) In the calculation of seniority in public office, the years prior to the regulations provided for by Law no. 188/1999 , republished, corresponding to the equivalents of functions established by the National Agency of Public Servants. ... (6) Civil servants who were dismissed from office as disciplinary sanction or as a result of a criminal conviction by a final court decision will not be able to benefit from the conferment of the Honorary Sign Public. ... + Article 8 Within 30 days of the entry into force of this law, the National Agency of Public Servants will develop proposals for regulations specific to the fields of activity, which will be approved by Government decision, in which they will detail the conditions under which the Honorary Sign of Labor in the Public Service can be conferred. + Annex 2 The design of the Honorary Sign REWARD OF WORK IN PUBLIC SERVICE ------
