The content of this act is not an official document, being intended to inform users The Romanian Parliament adopts this law + Article I Government Ordinance no. 129/2000 on the professional training of adults, republished in the Official Gazette of Romania, Part I, no. 711 of 30 September 2002, as amended and supplemented, shall be amended and supplemented as follows: 1. After Article 2, a new article is inserted, Article 2 ^ 1, with the following contents: "" Art. 2 2 ^ 1. -Adult vocational training, completed with qualification or graduation certificates with national recognition and/or professional skills certificates, is an activity of general interest that is part of the national education system. and vocational training. " 2. In Article 3, after letter e) a new letter, letter f) is inserted, with the following contents: "f) promoting lifelong learning." 3. After Article 3, two new articles are inserted, Articles 3 ^ 1 and 3 ^ 2, with the following contents: "" Art. 3 3 ^ 1. -(1) The principles for quality assurance in adult vocational training are as follows: a) quality assurance is an integral part of the internal management of adult vocational training institutions; b) quality assurance includes the regular evaluation of institutions, their programmes or quality assurance systems through external control bodies; c) external control bodies responsible for quality assurance shall be subject to regular checks; d) quality assurance includes information about situations, inputs, processes and results, while putting the focus on effects and learning outcomes; e) quality assurance initiatives are coordinated at national and county level to ensure the supervision, coherence, synergy and analysis of the whole system; f) quality assurance is a process of cooperation involving all levels and systems of education and training and all stakeholders at national level. (. Quality assurance systems shall include the following: a) clear and measurable objectives and standards; b) guidelines for implementation, including on the involvement of stakeholders; c) adequate resources; d) coherent evaluation methods, associating self-assessment with external review; e) reporting mechanisms and procedures for improvement; f) results of the widely accessible assessment. Art. 3 ^ 2. -(1) The Ministry of Labour, Family, Social Protection and Elderly, together with the Ministry of National Education, the National Qualifications Authority and the sectoral committees, elaborates the methodology for implementing the principles for quality assurance, provided in art. 3 ^ 1, which is approved by Government decision. ----------- Alin. ((1) art. 3 ^ 2 of ORDINANCE no. 129 129 of 31 August 2000 , republished in the OFFICIAL GAZETTE no. 711 711 of 30 September 2002, introduced by item 3 3 of art. I of this normative act, was amended by RECTIFICATION no. 167 167 of 28 May 2013 , published in MONITORUL OFFICIAL no. 70 70 of 29 January 2014. (2) The external control bodies responsible for ensuring their quality and duties shall be established by joint order of the Minister of Labour, Family, Social Protection and the Elderly and the Minister of National Education within the days from the date of entry into force of the methodology provided in par. ((1). ' 4. In Article 5 (3), point c) is amended and shall read as follows: " c) improvement and specialization is the professional training that leads to the development or completion of the knowledge, skills or professional skills of a person who already holds a qualification, namely the development skills within the same qualification, the acquisition of new skills in the same occupational area or in a new occupational area, the acquisition of fundamental/key competences or new technical skills. " 5. Article 6 is amended and shall read as follows: "" Art. 6. -Vocational training of adults can be carried out, under the conditions provided for by this ordinance, as the case may be, of natural persons or legal persons, of public or private law, established in Romania, in the Member States of the European Union or in states belonging to the European Economic Area, irrespective of their legal form of organisation, hereinafter referred to as professional training providers. '; 6. Article 7 is amended and shall read as follows: "" Art. 7. -(1) The professional training of adults is organized distinctly on levels of training, professions, occupations, trades and specializations, taking into account the needs of employers, the basic skills of adults, the requirements of posts on who also occupy them with their opportunities for promotion or employment, as well as the requirements of the labour market and the aspirations of adults. (2) In the framework of the vocational training provided for in 2 ^ 1 can operate the transferable credit system. (3) The training forms of adult vocational training are: a) courses organized by vocational training providers; b) courses organized by employers within their own units; c) internships and specialization in units in the country or abroad; d) other forms of professional training. " 7. In Article 8, paragraph 1 shall be amended and shall read as follows: "" Art. 8. -(1) The Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education, at the proposal of the National Authority for Qualifications, based on the national plans for the development and action of the governing programs and sectoral strategies, develop national policies and strategies on the development of human resources, including the qualifications and professional training of adults, which they submit for approval to the Government. " 8. Article 11 is amended and shall read as follows: "" Art. 11. -(1) The training programs are organized by the professional training providers for occupations, trades, specializations and professions, hereinafter referred to as occupations, contained in the Classification of Occupations in Romania-C.O.R. (. Training programmes shall be organised by vocational training providers and for: a) professional skills common to several occupations; b) competition; c) transversal competences. (3) The National Authority for Qualifications elaborates, updates and manages the National Register of Professional Qualifications in Romania, with the support of the Ministry of Labour, Family, Social Protection and Elderly, Ministry National Education and with the consultation of the National Employment Agency, ministries, national agencies, other bodies of the specialized central public administration, as well as professional organizations. (4) The National Register of Professional Qualifications in Romania is approved by Government decision. " 9. Article 13 shall be amended and shall read as follows: "" Art. 13. -(1) Professional training providers who request the organization of vocational training programs in occupations for which there are no occupational standards, respectively professional training standards develop occupational standards projects which are subject to the validation of sectoral committees. (2) After the validation of occupational standards by the sectoral committees, they shall be submitted for approval to the National Qualifications Authority. ((3) In case of non-approval of the draft occupational standard by the National Qualifications Authority within 6 months after the authorization, the professional training provider may organize a new training program for the occupation that is only after the approval of the occupational standard. " 10. Article 17 is amended and shall read as follows: "" Art. 17. -(1) Training can also be achieved through apprenticeships at work. ((2) The conditions under which vocational training is carried out through apprenticeships at work shall be governed by special law. " 11. Article 19 is amended and shall read as follows: "" Art. 19. -(1) The activity of authorization of professional training providers shall be coordinated by the National Qualifications Authority. (2) In order to authorise vocational training providers, the National Authority for Qualifications shall establish, under its command, county authorization commissions, respectively of the city of Bucharest, without legal personality, hereinafter referred to as authorization commissions. " 12. Article 20 (1), point a) shall be amended and shall read as follows: "a) the director of the agency for payments and social inspection of the county, respectively of the city of Bucharest, who is president;" 13. In Article 20 (2 ^ 3), the introductory part shall be amended and shall read as follows: "(2 ^ 3) During their mandate the members of the authorization commissions may be revoked by those who appointed them, at the request of the National Authority for Qualifications, in the following situations:". 14. In Article 20 (2 ^ 3), after letter c) a new letter, letter d) is inserted, with the following contents: "d) violated the provisions of the Regulation on the organization and functioning of the county authorization commissions, respectively of the city of Bucharest and their technical secretariats." 15. In Article 20, paragraphs 2 and 4, (3), (5) and (6) shall be amended and shall read as follows: "" (2 ^ 4) The existence of one of the situations that determines the revocation of the members of the authorization commission is found by the National Authority for Qualifications based on the complaint submitted to public institutions, employers ' associations and organizations trade unions referred to in par. ((1) who called them. ...................................................................... (3) In the exercise of their duties, the authorization commissions shall use supplier evaluators and training programs. ...................................................................... (5) The headquarters of the authorization commissions are at the agencies for payments and county social inspection, respectively of the city of Bucharest. (6) For the exercise of their duties, the authorization commissions are helped by technical secretariats who are based at the agencies for payments and county social inspection, respectively of the city of Bucharest. The technical secretariats consist of two persons designated as follows: a person by the director of the agency for payments and county social inspection, of his own staff, and a person designated by the general school inspector of the county school inspectorate, from its own staff, by delegation. In Bucharest, the technical secretariat consists of 6 persons designated as follows: 3 persons by the Director of the Agency for Payments and Social Inspection of the Municipality of Bucharest, on their own staff, and 3 persons designated by the general school inspector of the School Inspectorate of Bucharest Municipality, from his own staff, by delegation. " 16. Article 20 ^ 1 is amended and shall read as follows: "" Art. 20 20 ^ 1. -(1) For the activity carried out, the members of the authorization commissions or, as the case may be, their alternates, who participate in the meetings of the commission, are paid by the agencies for payments and social inspection of the county, respectively of the city the basis of tariffs established by the National Authority for Qualifications, with the opinion of the Ministry of Labour, Family, Social Protection and Elderly. (2) The providers of suppliers and training programs used by the authorization commissions are paid by the agencies for payments and county social inspection, respectively of the city of Bucharest, based on tariffs established by the National Authority for Qualifications, with the opinion of the Ministry of Labour, Family, Social Protection and Elderly, in which travel expenses can also be included, at the level provided by the regulations in force for employees of public institutions and regions special specific autonomous, during delegation and posting to another locality, as well as in case of travel, within the locality, in the interest of the service ((3) The payment of the providers of suppliers and training programs used by the National Qualifications Authority shall be carried out by this, according to the provisions applicable to the personnel paid from public funds. " 17. In Article 21 (2), after letter c) two new letters, letters d) and e) are inserted, with the following contents: "" d) receive and record the notifications of unauthorised and cross-border vocational training providers; e) prepare and update the County Register of graduates of authorized adult vocational training programs. " 18. In Article 21, after paragraph 2, two new paragraphs are inserted, paragraphs 3 and 4, with the following contents: " (3) Professional training providers, through the Single Electronic Contact Point (PCU), may carry out the necessary formalities and procedures regarding the access to the exercise of vocational training services, according to the provisions art. 6 6 para. (2) of Government Emergency Ordinance no. 49/2009 on the freedom of establishment of service providers and the freedom to provide services in Romania, approved with amendments and additions by Law no. 68/2010 . (4) In the case of authorized training providers, the provisions art. 6 6 para. (2) of Government Emergency Ordinance no. 49/2009 , approved with amendments and additions by Law no. 68/2010 ,, shall not apply to control: a) the premises where the training programmes are carried out; b) the facilities and equipment necessary to carry out the training program; c) the human resources involved in the provision of the training programme. " 19. In Article 22, paragraphs 1 and 2 shall be amended and shall read as follows: "" Art. 22. --(1) The authorization of vocational training providers shall be based on the assessment criteria, for a period of 4 years, with the possibility of renewal at the request of the supplier, at least 30 days before the expiry of the period of validity of the authorization. (. The authorisation shall be granted for each of the occupations/qualifications/key competencies/transversal competences for which vocational training providers organise vocational training programmes. " 20. Article 22 (3) shall be repealed. 21. After Article 22, a new article is inserted, Article 22 ^ 1, with the following contents: "" Art. 22 22 ^ 1. -In order to be subject to authorization for the issuance of certificates with national recognition, vocational training providers established in Romania must meet the following eligibility conditions: a) to be legally constituted; b) have the status or, as the case may be, in the act of establishment of vocational training activities; c) to fulfill their obligations to pay taxes, taxes and contributions due, according to the legislation in force. " 22. In Article 23, paragraphs 1 and 2 shall be amended and shall read as follows: "" Art. 23. -(1) The criteria for the evaluation of vocational training providers shall bear in mind the following: a) the training programme; b) implementation of quality assurance criteria; c) the experience of vocational training providers and the results of their work prior to obtaining the authorisation or in other vocational training programmes which they have carried out, where appropriate; d) human, material and financial resources; e) the authorizations and opinions necessary to carry out the training programmes, as appropriate. (2) In order to authorise, vocational training providers must provide proof that they carry out vocational training programmes with trainers who have profiles or speciality corresponding to the training curriculum, respectively who have the training specifies adult education according to occupational standards. " 23. After Article 23, two new articles are inserted, Articles 23 ^ 1 and 23 ^ 2, with the following contents: "" Art. 23 23 ^ 1. -(1) The authorization shall be granted if the assessment criteria provided for in art. 23 23 para. ((1) proven by self-assessment sheet and supporting documents. (2) In order to authorise, the verification of facilities, equipment and materials used by the training provider wishing to be authorised shall be made only on the spot by the suppliers of suppliers and programmes of training used by the authorising committees. Art. 23 ^ 2. --(1) In the case of changes in the authorization conditions, the training provider shall be obliged to notify the authorization commission within which it will operate at least 10 working days before the estimated start date. activity. ((2) The notification shall be accompanied by the declaration on the sole responsibility of the legal representative of the authorized training provider set out in Annex no. 5. (3) The professional training provider may start the training program, under the conditions of par. ((1), only if it receives from the authorization commission the written agreement set out in Annex no. 6 6. " 24. Article 24 is amended and shall read as follows: "" Art. 24. -(1) The authorization may be withdrawn by the authorization commission if it is found not to comply with the authorization conditions and programs for which the professional training provider has been authorized or if, repeatedly, the results Graduation is unsatisfactory. (2) The training provider to whom the authorization has been withdrawn may request a new authorization only if it proves the fulfilment of the requirements provided for by this ordinance or, as the case may be, the payment of the fines provided for in art. 40 40 ^ 1. (3) The training provider to whom the authorisation has been withdrawn twice for the same qualification shall lose the right to hold vocational training programmes for that qualification for a period of 2 years. ((4) List of vocational training providers, including subsidiaries of vocational training providers and vocational training centres, without legal personality, to whom the authorisation has been withdrawn, shall be updated and published on a quarterly basis. the website of the National Qualifications Authority. " 25. After Article 24, six new articles are introduced, Articles 24 ^ 1,-24 ^ 6, with the following contents: "" Art. 24 24 ^ 1. -Professional training providers shall be registered, as appropriate, in: a) National Register of authorized training providers; b) National register of unauthorised vocational training providers, as set out in Annex no. 1 1; c) National register of cross-border vocational training providers, as set out in Annex no. 2. Art. 24 ^ 2. -For access to vocational training services, to vocational training providers provided for in art. 24 24 ^ 1 lit. b) and c) the provisions apply art. 5 and 7 of Government Emergency Ordinance no. 49/2009 , approved with amendments and additions by Law no. 68/2010 . Art. 24 ^ 3. -(1) Professional training providers in the European Union and the European Economic Area, which provide vocational training services in a cross-border system and do not issue certificates with national recognition, shall not be subject to the authorisation process. provided in art. 18 18 and, at the first condition, are obliged to notify 5 days before the start of the training program, according to the model set out in Annex no. 3, the organization of professional training services to the authorization commission within which they carry out their activity or PCU. (. The notification shall be accompanied by the following documents: a) the document resulting in the right to provide vocational training activities in the state of origin; b) proof of nationality of the professional training provider; c) proof of legal establishment in Romania or in a Member State of the European Union or of the European Economic Area to exercise the activities in question, showing that it can exercise the vocational training services and that it is not forbidden to exercise them, not even temporarily, when the proof is issued; d) proof of professional qualifications of the trainers necessary for the provision of vocational training services. ((3) If vocational training providers in the European Union and the European Economic Area, who provide vocational training services in a cross-border system, wish to issue certificates with national recognition, they must meet additional and the evaluation criteria provided for in art. 23 23 and submit the documents listed in par. ((2). Art. 24 ^ 4. -(1) Professional training providers who provide vocational training services in a cross-border system shall be obliged, at each condition, to notify, according to the model set out in Annex no. 4, the organization of professional training services to the authorization commission within which they carry out their activity or PCU. (. The notification shall be accompanied by the following documents: a) the document resulting in the right to provide vocational training activities in the state of origin; b) proof of nationality of the professional training provider; c) proof of legal establishment in Romania or in a Member State of the European Union or of the European Economic Area to exercise the activities in question, showing that it can exercise the vocational training services and that it is not forbidden to exercise them, not even temporarily, when the proof is issued; d) proof of professional qualifications of the trainers necessary for the provision of vocational training services. Art. 24 ^ 5. -Professional training providers established in Romania, who do not want the issuance of certificates with national recognition, meet, at the first condition, the condition of the notification provided for in art. 24 ^ 3 para. ((1) and (2) and, for each subsequent provision, the condition of the notification provided for in art. 24 24 ^ 4. Art. 24 ^ 6. -(1) The technical secretariat of the county authorization commission, respectively of the city of Bucharest, is obliged to manage and update, at the county level, the registers provided in art. 24 24 ^ 1. (2) The National Authority for Qualifications manages and updates, at national level, the registers provided in art. 24 24 ^ 1. " 26. Article 25 is amended and shall read as follows: "" Art. 25. -(1) The National Authority for Qualifications has the following tasks in the activity of authorization of vocational training providers: a) methodologically guide, coordinate and control the activity of the authorization commissions and their technical secretariats; b) in collaboration with the Ministry of Labour, Family, Social Protection and Elderly and with the Ministry of National Education, elaborates the methodology of authorization of adult vocational training providers, the methodology of certification of training professional adults, as well as other methodologies necessary for the vocational training of adults; c) approve the professional training framework programmes which are compulsory for vocational training providers and on the basis of which they develop vocational training programmes; d) monitor the authorized training providers; e) resolve the appeals filed by the professional training providers in connection with the activity of the authorization commissions; f) proposes criteria to ensure the quality of adult vocational training programs. (2) In the exercise of their duties, the National Qualifications Authority shall use supplier evaluators and training programmes. (3) The National Authority for Qualifications shall develop and approve the Regulation on the organization and functioning of the county authorization commissions, respectively of the city of Bucharest and their technical secretariats. " 27. Article 28 is amended and shall read as follows: "" Art. 28. -The participants in the vocational training programs take graduation exams at the end of the theoretical or practical training stages. " 28. In Article 29, paragraphs 1 and 2 shall be amended and shall read as follows: "" Art. 29. -(1) The graduation exam is a set of theoretical and/or practical tests that find the skills specific to the vocational training program, in compliance with the quality assurance criteria. (2) The graduation examination shall be held before an examination committee established from: a) 2 specialists from outside the training provider; b) a specialist who represents the professional training provider. " 29. Article 30 is amended and shall read as follows: "" Art. 30. -The methodology of certifying adult vocational training is approved, at the proposal of the National Authority for Qualifications, by joint order of the Minister of Labour, Family, Social Protection and Elderly and the Minister of Education national and shall be published in the Official Gazette of Romania, Part I. " 30. Article 32 is amended and shall read as follows: "" Art. 32. -(1) The assessment and certification of professional skills obtained on horses other than formal ones shall be carried out in professional competence assessment centres. (2) The National Qualifications Authority shall authorise and monitor professional competence assessment centres. (3) The National Qualifications Authority assesses and certifies professional competence evaluators, evaluators of evaluators and external evaluators. (4) The procedure for the evaluation and certification of professional skills obtained on horses other than formal ones is approved by joint order of the Minister of Labour, Family, Social Protection and Elderly and the Minister of National Education and shall be published in the Official Gazette of Romania, Part I. " 31. After Article 40 a new article is inserted, Article 40 ^ 1, with the following contents: "" Art. 40 40 ^ 1. -(1) It shall constitute contraventions and shall be sanctioned as follows: a) non-compliance by professional training providers with the provisions of art. 13 13 para. ((3) and art. 15, with a fine of 3,000 lei to 5,000 lei; b) non-compliance, by non-authorized vocational training providers, of the provisions of art. 14 14 para. ((1) lit. d), e) and g) and para. (3), with a fine of 5,000 lei and suspension of activity until the date of remediation of irregularities found; c) non-compliance, by vocational training providers, with the provisions of art. 16 16 para. (1) and (3), with a fine of 5,000 lei to 10,000 lei; d) non-compliance by professional training providers with the provisions of art. 23 ^ 2 and art. 24 ^ 4-24 ^ 5, with a fine of 7,000 lei to 10,000 lei; e) non-compliance, by non-authorized vocational training providers, of the provisions of art. 44 ^ 1, with a fine of 1,000 lei. (2) The finding of contraventions and the application of sanctions provided in par. (1) shall be made by the authorized personnel of the Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education. ((3) The offender may pay, on the spot or within no more than 48 hours from the date of conclusion of the minutes, or, as the case may be, from the date of its communication, half of the minimum fine provided in par. (1), the finding agent making mention of this possibility in the minutes. (4) Contraventions provided in par. (1) their provisions are applicable Government Ordinance no. 2/2001 on the legal regime of contraventions, approved with amendments and additions by Law no. 180/2002 ,, as amended and supplemented. " 32. After Article 42, a new article is inserted, Article 42 ^ 1, with the following contents: "" Art. 42 42 ^ 1. -Professional training providers provided for in art. 6 6 are required to comply with the provisions art. 26 and 27 of Government Emergency Ordinance no. 49/2009 , approved with amendments and additions by Law no. 68/2010 .. " 33. After Article 44, a new article is inserted, Article 44 ^ 1, with the following contents: "" Art. 44 44 ^ 1. -In order to carry out analyses, studies and statistical research, unauthorized vocational training providers are required to report quarterly, by the 15th of the first month of the following quarter, to the technical secretariat of the authorisation within the radius of which the training activity is carried out or, where appropriate, to the PCU as set out in Annex no. 7 7. " 34. In Article 45, paragraph 2 shall be amended and shall read as follows: " (2) The methodology for carrying out statistical research related to adult vocational training, specifying the indicators followed and their calculation, as well as the periodicity of this research will be established by the National Institute of Statistics in collaboration with the Ministry of Labour, Family, Social Protection and Elderly, the Ministry of National Education and the National Authority for Qualifications. " 35. Article 46 is amended and shall read as follows: "" Art. 46. -(1) The Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education exercises control over how they organize, conduct and complete adult vocational training and apply sanctions. according to the ordinance ((2) The procedure for the control and enforcement of sanctions is approved by joint order of the Minister of Labour, Family, Social Protection and Elderly and the Minister of National Education. " 36. After Article 46, two new articles are inserted, Articles 46 ^ 1 and 46 ^ 2, with the following contents: "" Art. 46 46 ^ 1. -This ordinance is supplemented by the provisions Government Emergency Ordinance no. 49/2009 , approved with amendments and additions by Law no. 68/2010 ,, and the provisions Government Ordinance no. 2/2001 , approved with amendments and additions by Law no. 180/2002 , with subsequent amendments and completions. Art. 46 ^ 2. -Annexes no. 1-7 are an integral part of this ordinance. " 37. The entry concerning the transposition of the rules of the European Union shall be inserted after Article 48: "" * This ordinance transposes Directive 2006 /123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market, published in the Official Journal of the European Union, L series, no. 376 376 of 27 December 2006. ' 38. After the entry for transposition of the rules of the European Union, seven new annexes are introduced, Annexes no. 1-7, having the contents set out in Annexes no. 1-7, which are an integral part of this law. + Article II The Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education, together with the National Qualifications Authority, will develop and submit for approval to the Government the methodological norms for the application the provisions of this law, within 90 days from the date of publication of the law in the Official Gazette of Romania, Part I. + Article III (1) Within 60 days from the date of entry into force of this Law, vocational training providers who carry out/perform professional training services on an unauthorized basis are required to notify the organization of training services professional under the conditions laid down art. 24 ^ 3 para. (1) and (2) of Government Ordinance no. 129/2000 on the professional training of adults, republished, with subsequent amendments and completions, as well as with those brought by this law. ((2) Throughout the whole Government Ordinance no. 129/2000 , republished, with subsequent amendments and completions, and of the normative acts in force of its implementation: a) the phrase "Ministry of Labour, Social Solidarity and Family" is replaced by the phrase "Ministry of Labour, Family, Social Protection and Elderly"; b) the phrase "Ministry of Education and Research" is replaced by the phrase "Ministry of National Education"; c) the phrase "county directions for dialogue, family and social solidarity, respectively of the city of Bucharest" is replaced by the phrase "agencies for payments and county social inspection, respectively of the city of Bucharest"; d) the words "National Council for Vocational Training of Adults" and "Technical Secretariat of the National Council for the Professional Training of Adults" are replaced by the phrase "National Authority for Qualifications". + Article IV (1) The obligations of administrative cooperation resulting from the application of this law shall be carried out by the Ministry of Labour, Family, Social Protection and Elderly, the Ministry of National Education, the National Authority for Qualifications, authorising committees, through the Internal Market Information System (IMI), according to the provisions of the Government Emergency Ordinance no. 49/2009 on the freedom of establishment of service providers and the freedom to provide services in Romania, approved with amendments and additions by Law no. 68/2010 . (2) Within 60 days from the date of entry into force of this Law, on the basis of the proposals of the National Authority for Qualifications, the following normative acts will be amended and completed accordingly: a) Methodology for the authorization of adult vocational training providers, approved by the Order of the Minister of Labour, Social Solidarity and Family and the Minister of Education, Research and Youth no. 353 /5.202/2003, published in the Official Gazette of Romania, Part I, no. 774 of 5 November 2003, with subsequent amendments and completions; b) Procedure for evaluation and certification of professional skills obtained in other ways than formal ones, approved by the Order of the Minister of Education and Research and the Minister of Labour, Social Solidarity and Family no. 4.543/468/2004, published in the Official Gazette of Romania, Part I, no. 903 of October 5, 2004, with subsequent amendments and completions. (3) Within 6 months from the date of entry into force of this Law, the Ministry of Labour, Family, Social Protection and Elderly will submit for approval to the Government the draft decision for the approval of the implementation methodologies of the quality assurance principles and the approval of the external control bodies responsible for quality assurance. + Article V Government Ordinance no. 129/2000 on the professional training of adults, republished in the Official Gazette of Romania, Part I, no. 711 of September 30, 2002, with subsequent amendments and completions, as well as with those brought by this law, will be republished in the Official Gazette of Romania, Part I, giving the texts a new numbering.
