The Romanian Parliament adopts this law + Article I Law no. 29/2000 on the national system of decorations of Romania, published in the Official Gazette of Romania, Part I, no. 146 of 7 April 2000, as amended and supplemented, shall be amended as follows: 1. Article 2 shall read as follows: "" Art. 2. -The national system of decorations includes: A. National decorations: -orders, crosses and medals; B. decorations on fields of activity: a) civil orders and medals; b) military orders and medals: --of peace; --of war. " 2. Article 10 shall be repealed. 3. In Article 11, point IX shall be repealed. 4. Article 26 (c) shall be repealed. 5. Article 28 shall read as follows: "" Art. 28. -The medals for medals are validated by the signature or paraphernalia of the minister in whose field the proposals and the chancellor of the orders were made. " 6. in Article 31, paragraphs 26 to 28 shall be repealed. 7. Article 36 shall read as follows: "" Art. 36. -Holders of one or two decorated-orders, crosses, medals-wear them separately and joined on the same row. " 8. Article 87 (3) to (5) shall be repealed. + Article II Law no. 221/2004 on the Honorary Sign of the Romanian Eagle, published in the Official Gazette of Romania, Part I, no. 523 of 10 June 2004, as amended, shall be amended as follows: 1. Article 1 shall read as follows: "" Art. 1. -(1) Honorary sign The Romanian eagle is granted to Romanian parliamentarians, members of the Chamber of Deputies or the Senate. (2) Honorary sign The Romanian eagle can also be granted to foreign parliamentarians who have special merits in the development of parliamentary relations with Romania. " 2. In Article 2, paragraph 2 shall read as follows: "(2) The sign presents itself in the form of an acvile with semideschise wings, slightly ovalized, and holding in the beak an Orthodox cross, in the right claw a sword, and in the left claw a mace." 3. Article 3 shall be repealed. 4. Article 4 shall read as follows: "" Art. 4. -(1) Honorary sign The Romanian eagle is granted, by decision of the President of the Chamber of Deputies for deputies, respectively by decision of the President of the Senate for senators, in the first 10 days after the convocation of Parliament in the first session ordinary third and fourth year of the legislature. ((2) The decision shall be published in the Official Gazette of Romania, Part I. " 5. Article 6 shall be repealed. 6. Article 7 shall read as follows: "" Art. 7. -(1) The accompanying document of the Honorary Sign The Vulture of Romania is the attestation. (2) Attestations for the Honorary Sign The Vulture of Romania are validated by the autograph signature of the President of the Chamber of Deputies for deputies and by the autographed signature of the President of the Senate for senators. " 7. Article 9 shall read as follows: "" Art. 9. -In the event of the death of a member of the Honorary Sign Eagle of Romania, the insignia remains in the possession of legal heirs 8. Article 10 shall read as follows: "" Art. 10. -The quality of member of the Honorary Sign The Vulture of Romania is lost if the person was convicted, by final court decision, to a custodial sentence. " 9. Article 11 shall read as follows: "" Art. 11. -The amounts necessary to make the marks, rosettes, attestations and boxes of the Honorary Sign The Romanian Eagle are provided, annually, by a chapter in the budget of the Chamber of Deputies, respectively of the Romanian Senate. " 10. Annexes no. 1 1 and 2 are repealed. + Article III Law no. 391/2004 on the Honorary Sign of Labor in the Public Service, published in the Official Gazette of Romania, Part I, no. 921 of 11 October 2004, as amended, shall be amended as follows: 1. Article 1 shall read as follows: "" Art. 1. -The honorary sign of Labor in the Public Service is awarded to civil servants, no matter what category they belong to, who have 20, 25 and 30 years of activity in public office. " 2. In Article 2, paragraph 2 shall read as follows: "(2) Honorary sign The reward of Labor in the Public Service presents itself in the form of a silver Malta cross having in the center, in a medallion, inscribed with Latin numerals, gilded, data:" XX "," XXV "," XXX ", representing the number of years of activity in public functions. " 3. Article 4 shall read as follows: "" Art. 4. -(1) The Honorary Sign of Labor in the Public Service shall be conferred by decision of the Prime Minister, on the basis of the nominal proposals, formulated by the National Agency of Public Servants, by: a) the ministers and heads of the other specialized bodies in the central public administration-for civil servants in their own apparatus; b) Minister of Administration and Interior-for civil servants from the devolved services of ministries and other central bodies from administrative-territorial units; c) President of the National Agency of Public Servants-for civil servants of the local public administration; d) drivers of the autonomous (2) The decision of the Prime Minister shall be published in the Official Gazette of Romania, Part I. Article 9 shall read as follows: "" Art. 9. -The amounts necessary to make the marks, attestations, etuies and boxes of the Honorary Sign of Labor in the Public Service are provided annually by a chapter in the budget of the General Secretariat of the Government. " 7. in Annex no. 1, in Article 2, paragraph 1 shall read as follows: "" Art. 2. -(1) Honorary sign The payment of Labor in the Public Service may be granted to civil servants, no matter what category they belong to, for: a) 20 years of activity in public office; b) 25 years of activity in public office; c) 30 years of activity in public office. " 8. in Annex no. 1, in Article 3, paragraph 1 shall read as follows: "" Art. 3. -(1) The honorary sign of Labor in the Public Service presents itself in the form of a cross of Malta, having a diameter of 35 mm, made of silver or silver tombac, having applied in the center a circular medallion. The arms of the cross have, at the center, near the medallion, the width of 7 mm, and at peaks the width of 17 mm. The border of the cross is slightly elevated and lisa. " 9. in Annex no. 1, in Article 5, paragraph 1 shall read as follows: "" Art. 5. -(1) The box in which the mark is kept is made of cardboard, dressed on the outside in blue pergamoid, has metal clasps and inside is lined with yellow silk. " 10. in Annex no. 1, in Article 6, paragraph 2 shall read as follows: "(2) Honorary sign The reward of Labor in the Public Service, regardless of the category, is worn on the left side of the chest, according to all orders, crosses, medals and honorary signs." 11. in Annex no. 1, in Article 7, paragraphs 1 and 2 shall read as follows: "" Art. 7. -(1) Public servants proposed to be given Honorary Sign The reward of Labor in the Public Service must meet the following conditions: a) have an uninterrupted seniority in a public office of 20, 25 or 30 years; b) obtain at least the "good" rating following the evaluation of the individual professional performances in the last 5 years before the year in which the Honorary Sign of Labor in the Public Service is to be given. (2) The years of the last 5 years prior to the year in which the honorary sign is to be made are not taken into account if during this period those concerned: a) have obtained annual ratings below the "good" rating; b) have been sanctioned according to Law no. 188/1999 , republished, with subsequent amendments and completions. " + Article IV Law no. 573/2004 on the Honorary Sign In the Service of the Homeland for officers and civil servants with special status, with professional degrees equivalent to the degrees of officers, published in the Official Gazette of Romania, Part I, no. 1.267 of 29 December 2004, as amended, shall be amended as follows: 1. Article 1 shall read as follows: "" Art. 1. -The honorary sign In the Service of the Fatherland is conferred on officers and civil servants with special status, with professional degrees equivalent to the ranks of officers, from the Ministry of National Defence, the Ministry of Administration and Interior, the Ministry Justice, the Romanian Intelligence Service, the Foreign Intelligence Service, the Protection and Guard Service and the Special Telecommunications Service, which have 15, 20 and 25 years of activity in the fields of defense, public order and national security. " 2. In Article 2, paragraph (2) shall read as follows: " (2) Honorary sign In the Service of the Fatherland shall be presented in the form of an oval piece which has the fine grained field and which has applied, marginally, an open crown consisting of laurel leaves and oak. Central are inscribed with gilded Roman numerals the numbers: "XV", "XX" or "XXV". " 3. Article 4 shall read as follows: "" Art. 4. -(1) The honorary sign in the Service of the Fatherland shall be conferred by order or decision, as the case may be, by a) Minister of National Defence; b) Minister of Administration and Interior; c) Minister of Justice; d) director of the Romanian Intelligence Service; e) Director of the Foreign Intelligence Service; f) Director of the Protection and Guard Service; g) Director of the Special Telecommunications Service; h) the heads of other militarized or classified structures with civil servants with special status. (2) The order or decision shall be published in the Official Gazette of Romania, Part I, except for the annexes that, according to the law, are classified according to the category of personnel to which they refer. (3) The nominal proposals for conferring the Honorary Sign In the Service of the Fatherland shall be sent to the ministers, respectively to the heads of the autonomous central institutions 1, until August 31 of each year, and the number of those who will be decorated, until June 1 of the same year. " 4. Article 7 shall read as follows: "" Art. 7. -(1) The accompanying document of the Honorary Sign in the Homeland Service is the attestation. (2) Attestations for the Honorary Sign In the Service of the Fatherland shall be validated by the signature or paraphernalia of the ministers or heads of the autonomous central institutions of the state 5. Article 8 shall read as follows: "" Art. 8. -In the event of the death of a holder of the Honorary Sign In the Service of the Fatherland, the insignia remains in the possession 6. Article 9 shall read as follows: "" Art. 9. -The amounts necessary to make the marks, ribbons, bars, attestations and boxes of the Honorary Sign In the Homeland Service are provided annually by a chapter in the budget of the Ministry of National Defence, the Ministry of Administration and Internals, Ministry of Justice, Romanian Intelligence Service, Foreign Intelligence Service, Protection and Guard Service, Special Telecommunications Service, as well as other militarized or functionally framed structures public with special status. " 7. Article 12 shall read as follows: "" Art. 12. -Officers and civil servants with special status with professional degrees equivalent to the ranks of officers, decorated with the Military Merit Order, established in 1954, with the Honorary Sign In the Service of the Army and with the Honorary Sign In the Service of the Fatherland, benefit from provisions Law no. 80/1995 on the status of military personnel, with subsequent amendments and completions. " 8. Annex no. 1, Article 2 will read as follows: "" Art. 2. -The honorary sign In the Service of the Fatherland may be granted to officers and civil servants with special status with professional degrees equivalent to the ranks of officers for: a) 15 years of activity in the fields of defence, public order and national security; b) 20 years of activity in the fields of defence, public order and national security; c) 25 years of activity in the fields of defence, public order and national security. " 9. in Annex no. 1, in Article 3, paragraph 1 shall read as follows: "" Art. 3. -(1) The honorary sign In the Service of the Fatherland presents itself in the form of an oval piece, slightly bulging, having the height of 35 mm and the width of 30 mm, which has the fine grained field and which has marginally applied, both on the obverse and on the reverse, an open crown consisting of laur leaves to the right and leaves of oak to the left, 6 mm wide, tied at the bottom with a bow. " 10. in Annex no. 1, in Article 5, paragraph 1 shall read as follows: "" Art. 5. -(1) The box in which the mark is kept is made of cardboard, dressed on the outside in blue pergamoid, has metal clasps and inside is lined with blue silk. " 11. in Annex no. 1, in Article 6, paragraph 2 shall read as follows: " (2) Under the conditions provided in par. (1), Honorary Sign In the Service of the Fatherland, regardless of the category, shall be worn on the left side of the chest, according to all Romanian or foreign orders, before crosses and medals. Only the insignia of the last category received. " 12. Annex no. 1, Article 7 will read as follows: "" Art. 7. -For the conferment of the Honorary Sign In the Service of the Fatherland, officers and civil servants with special status, with professional degrees equivalent to the degrees of officers, must meet the following conditions: a) have a seniority in the fields of defence, public order and national security of 15, 20 or 25 years of activity; b) to have meritorious results in the performance of duties and in professional training, highlighted by rating of at least "good" in the assessments of service in the last 4 years before the year in which the honorary sign is to be given. " 13. in Annex no. 1, in Article 8, letter b) will read as follows: "b) the years of the last 4 years before the year in which the honorary sign is to be given, if during this period those concerned have obtained annual qualifications lower than the" good "rating." 14. in Annex no. 1, in Article 9, paragraph 1 shall read as follows: "" Art. 9. -(1) Officers sanctioned for committing serious deviations from the provisions of the military regulations or other legal provisions in the period from the last service appreciation until August 31 of the year when the Honorary Sign is conferred. In the Service of the Fatherland are no longer proposed, and if the deviations were committed between August 31 and December 1, the ministers, respectively the heads of the autonomous central institutions of the state, have their deletion from the tables with proposals. " 15. Annex no. 1, Article 10 will read as follows: "" Art. 10. -(1) For officers and civil servants with special status, with professional degrees equivalent to the ranks of officers, entitled to be given the Honorary Sign In the Service of the Fatherland, the duration of the activity in the army shall be calculated by 31 August of the year in which they are proposed to receive the mark. (2) I am subject to the proposals for the award of the Honorary Sign In the Service of the Fatherland including officers and civil servants with special status, with professional degrees equivalent to the ranks of officers, who have fulfilled the conditions for receiving the meaning and have been placed in reserve or directly in withdrawal or have ceased the service report for reasons not attributable to them until the date of issue of the order or decision granting the Honorary Sign in the Service of the Fatherland. " + Article V Law no. 574/2004 on the Honorary Sign In the Homeland Service for military foremen, non-commissioned officers and for civil servants with special status, with professional degrees equivalent to the ranks of military and non-commissioned foremen, published in the Official Gazette of Romania, Part I, no. 1.267 of 29 December 2004, as amended, shall be amended as follows: 1. Article 1 shall read as follows: "" Art. 1. -The honorary sign In the Service of the Fatherland is given to military foremen, petty officers and civil servants with special status, with professional degrees equivalent to the ranks of military foremen and non-commissioned officers, from the Ministry of National Defence, Ministry of Administration and Interior, Ministry of Justice, Romanian Intelligence Service, Foreign Intelligence Service, Protection and Guard Service and Special Telecommunications Service, which have 15, 20 and 25 years of activity in the fields defence, public order and national security. ' 2. In Article 2, paragraph (2) will have the following contents: " (2) The honorary sign In the Service of the Fatherland presents itself in the form of an oval piece, on which the contours of a cross of Malta is rendered. Marginally an open crown consisting of laurel and oak leaves is stamped. Central, in a medallion, are inscribed with Roman numerals the numbers: "XV", "XX" or "XXV". " 3.Article 4 will read as follows: "" Art. 4. -(1) The honorary sign in the Service of the Fatherland shall be conferred by order or decision, as the case may be, by a) Minister of National Defence; b) Minister of Administration and Interior; c) Minister of Justice; d) director of the Romanian Intelligence Service; e) Director of the Foreign Intelligence Service; f) Director of the Protection and Guard Service; g) Director of the Special Telecommunications Service; h) the heads of other militarized or classified structures with civil servants with special status. (2) The order or decision shall be published in the Official Gazette of Romania, Part I, except for the annexes that, according to the law, are classified according to the category of personnel to which they refer. Article 12 shall read as follows: "" Art. 12. -Military Maistrii, sub-officers and civil servants with special status, with professional degrees equivalent to the ranks of military foremen and non-commissioned officers, decorated with the Military Merit Order, established in 1954, with the Honorary Sign In the Service The Army and the Honorary Sign in the Homeland Service benefit from the provisions Law no. 80/1995 on the status of military personnel, with subsequent amendments and completions. " 8. Annex no. 1, Article 2 will read as follows: "" Art. 2. -The honorary sign In the Service of the Fatherland can be granted to military foremen, sub-officers and civil servants with special status, with professional degrees equivalent to the ranks of military foremen and non-commissioned officers, for: a) 15 years of activity in the fields of defence, public order and national security; b) 20 years of activity in the fields of defence, public order and national security; c) 25 years of activity in the fields of defence, public order and national security. " 9. in Annex no. 1, in Article 3, paragraph 1 shall read as follows: "" Art. 3. -(1) The honorary sign in the Service of the Fatherland presents itself in the form of an oval piece, made of tombac, having the height of 35 mm and the width of 30 mm, with slightly reliefed border; marginally it is stamped, slightly embossed, an open crown made up of Laur leaves to the right and oak leaves to the left, 2 mm wide, tied at the bottom with a bow. " 10. in Annex no. 1, in Article 5, paragraph 1 shall read as follows: "" Art. 5. -(1) The box in which the mark is kept is made of cardboard, dressed on the outside in blue pergamoid, has metal clasps and inside is lined with blue silk. " 11. in Annex no. 1, in Article 6, paragraph 2 shall read as follows: " (2) The Honorary Sign in the Service of the Fatherland shall be on the left side of the chest. 12. Annex no. 1, Article 7 will read as follows: "" Art. 7. -For the conferment of the Honorary Sign In the Service of the Fatherland, military masters, sub-officers and civil servants with special status, with professional degrees equivalent to the ranks of military foremen and non-commissioned officers, must meet the following conditions: a) have a seniority in the fields of defence, public order and national security of 15, 20 or 25 years of activity; b) to have meritorious results in the performance of duties and in professional training, highlighted by qualifications of at least "good" in the assessments of service in the last 4 years before the year in which the Honorary Sign is to be given In the Homeland Service. " 13. in Annex no. 1, in Article 8, letter b) will read as follows: " b) the years of the last 4 years prior to the year in which the Honorary Sign is to be conferred In the Service of the Fatherland for military masters, sub-officers and civil servants with special status, with professional degrees equivalent to the degrees of foremen military and non-commissioned officers, if during this period those concerned obtained annual qualifiers lower than the "good" rating. " 14. Annex no. 1, in Article 9, paragraph 1 shall read as follows: "" Art. 9. -(1) Military Maistrii or sub-officers sanctioned for committing serious deviations from the provisions of the military regulations or from other legal provisions in the period from the last service appreciation until August 31 of the year when the The Honorary Sign in the Homeland Service is no longer proposed, and if the deviations were committed between August 31 and December 1, the ministers, respectively the heads of the autonomous central institutions of the state, have their deletion from the tables with proposals.
