(2) The Ministry of Environment and Forestry ensures, through appropriate measures, provided for forest facilities, the protection of honey resources within the national forest fund. + Article 4 Local public administration authorities, on land they have under management, for the purpose of improving honey resources will use as a priority, planting unsuitable land for agriculture, rapids, road edges, land and land. green spaces, trees, shrubs and other ornamental plants that also show interest in beekeeping. + Article 5 Beekeepers who place apiaries in pastoral or wintering are obliged to notify the local public administration authorities, in whose territorial area there is, the place, the period, the number of bee families, as well as the address of the hive holder. + Article 6 (1) The directed pollination of agricultural crops entomophile with bees is carried out on the basis of contracts concluded between the owners of bee families and crop holders. (. The costs of the pollination benefit shall be determined by negotiation between the parties. + Article 7 (1) The local public administration authorities, as well as the autonomous regions, with agricultural or forestry profile, will ensure the beekeepers of temporary or permanent apiary, on the basis of the authorization issued by the basic melifera and stuparit commission Pastoral. (2) The apiary vetting may be assigned in the home county of the beekeeper or in other counties. ((3) The placing of beehives on land owned by beekeepers, with any title, shall be at a distance of at least 5 m from the railways, public roads or boundaries of public domain or private domain, intravilan or extravilan. (4) If the distance from the objectives referred to in par. (3) is less than 5 m, bee hives must be separated from them by a fence, wall, mesh or other obstacle by which the bees cannot penetrate the flight, with a minimum height of 2 m, measured from the ground level, and which continue to be carried out. on the same line 2 m beyond the hives located at the extremities of the apiary. (2) The diagnosis, treatment and release of drugs used in the fight against the varicose of bees are made through the veterinary network, their cost being borne from the budget of the Ministry of Agriculture and Rural Development. + Article 11 The Ministry of Agriculture and Rural Development, the Ministry of Environment and Forestry, as well as local public administration authorities provide the necessary measures to prevent bee poisoning, due to disease control actions and pests in agricultural crops, vitipomiculture, forest fund, etc., according to the legal regulations in force. + Chapter III Scientific research and training of technical staff for beekeeping + Article 12 (1) The Ministry of Education, Research, Youth and Sports, the Ministry of Agriculture and Rural Development, as well as other public institutions, together with the Association of Bees Creators in Romania, will ensure, through the institutes of research development, the continuous improvement of the native breed of bees and nectaropoleniferous plant species. (2) The institutions provided in par. (1) exercise the necessary measures for the development of scientific research, in order to obtain selective chemicals in the control of diseases and pests in beekeeping and forestry, to ensure the protection of bees. (3) The commercial companies "Research and Development Institute for Beekeeping"-S.A. and the Apicol Complex "Veceslav Harnaj"-S.A., as well as other profile units ensure the elaboration of the necessary technologies for the preservation, conditioning, processing and the diversification of apiculture products subject to domestic consumption and export, with a view to their classification within the quality parameters provided for by the Community rules. + Article 13 The Ministry of Agriculture and Rural Development, the Ministry of Education, Research, Youth and Sports and the Association of Fine Breeders of Romania will take measures to prepare and improve the staff in beekeeping, as well as for increased media coverage in this area. + Chapter IV Stimulation of apicoli producers + Article 14 The Association of Breeders of Alwell in Romania, through the Commercial Society Beekeeping Complex "Veceslav Harnaj"-S.A., as well as other authorized companies ensure the supply of bee farmers with biological material, hives, sub-assemblies, tools and machinery, biostimulants, beekeeping medicinal products, artificial honeycombs, and the purchase from producers of the apiculture products offered. + Article 15 Apicoli producers also benefit from the following facilities: a) the granting of credits for the procurement of beehives and bee families, beekeeping tools and machinery, as well as for the retrofitting of existing production capacities, in accordance with the provisions Agricultural credit law for production no. 150/2003 ,, as amended, and the Government Ordinance no. 14/2010 on financial measures for the regulation of State aid granted to agricultural producers since 2010, approved with amendments and additions Law no. 74/2010 ; b) for vehicles intended for transport, in the pastoral stuparit campaign, apiculture equipment, pavilions and apiculture trailers of these users, will pay the tariff for the use of national road networks whenever it is need, as follows: one day, 7 days and 30 days; c) in the state forest fund, the free location of hives in pastoral for the valorization of nectaropoleniferous sources. + Chapter V Association of Breeders of Alwell in Romania + Article 16 (1) The Association of Bees Creators is the professional and autonomous organization of beekeepers in Romania, with its own legal personality and patrimony, which operates according to the legal regulations in force and its status. (2) The association represents beekeepers and their interests at all levels. + Article 17 (1) The patrimony of the Romanian Breeders ' Association, made up of movable and immovable property, constitutes private property and is protected by law. (2) The real estate of the association is indivisible and cannot be divided among the members of the organization or among the associated organizations. (3) Constructions made on the land referred to in par. (1) may be subject to foreclosure and forced execution, and the legal regime of the land shall be governed by civil contract between the owner of the land and the new owner of the building. + Article 18 Within 90 days from the publication of the present law in the Official Gazette of Romania, indicative methodological norms on pollination of entomophile agricultural crops with bees will be developed. + Article 19 The International Institute of Technology and Apicola Economics of the International Federation of Beekeeping Associations-APIMONDIA operates in accordance with the provisions Decree no. 370/1970 , published in the Official Bulletin, Part I, no. 97 of August 3, 1970, and of its own regulation of organization and functioning. + Article 20 The regulation on the organization of reed in Romania is provided in the annex that is an integral part of this law. + Chapter VI Final provisions + Article 21 The violation of the provisions of this law and the regulations adopted in its application attract disciplinary, administrative, civil or criminal liability, according to the law + Article 22 In the case of contravention sanctions, Government Ordinance no. 2/2001 on the legal regime of contraventions, approved with amendments and additions by Law no. 180/2002 , with subsequent amendments and completions. + Article 23 On the date of entry into force of this Law, any other provisions shall be repealed. + Annex REGULATION (R) 28/04/1998
