The content of this act is not an official document, being intended to inform users The Romanian Parliament adopts this law + Chapter I General provisions + Article 1 This law aims to regulate integrated specialized health, education and social services aimed at early identification, treatment, recovery and improvement of the quality of life and social functioning of people diagnosed with autism spectrum disorders and associated mental health disorders, services provided by the specialized multidisciplinary team. + Article 2 For the purposes of this law, the specialized integrated health, education and social services are the following: early active detection, psychiatric clinical diagnosis and psychological clinical evaluation, psychopharmacological treatment, specialized interventions early, cognitive-behavioral psychotherapy, psychological counseling of parents and family, as well as educational services for children with autism spectrum disorders and associated mental health disorders. --------- Article 2 has been amended by section 2. 1 1 of art. I of LAW no. 200 200 of 27 June 2013 , published in MONITORUL OFFICIAL no. 396 396 of 1 July 2013. + Article 3 (1) The multidisciplinary team specialized in mental health centers, as well as other health care providers in public or private health facilities consists of: medical specialists in pediatric psychiatry, clinical psychologists, psychotherapists, psychopedagogues, speech therapists, physiotherapists, educators and social workers. ((2) The continuation and monitoring of treatment shall be carried out by medical specialists in paediatric psychiatry and/or clinical psychologists and/or psychotherapists, in public or private health facilities. + Chapter II Early active detection, rights and access of patients with autism spectrum disorders and associated mental health disorders to integrated specialized health, education and social services + Article 4 (1) Early active detection is carried out in children aged 0-3 years, in accordance with the standards established by the methodological norms for the application of this law. (2) All persons diagnosed with autism spectrum disorders and associated mental health disorders have free access to specialized integrated health, education and social services provided in art. 2. Access to education also includes the right to education. --------- Alin. ((2) of art. 4 4 has been amended by section 2 2 of art. I of LAW no. 200 200 of 27 June 2013 , published in MONITORUL OFFICIAL no. 396 396 of 1 July 2013. + Article 5 (1) Specialized integrated health, education and social services addressed to people with autism spectrum disorders and associated mental health disorders are provided by professionals with the competence established by the College of Physicians of Romania or the College of Psychologists in Romania. (2) The specialized services for autistic spectrum disorders, as well as specialized interventions will be provided in the Framework Contract on the conditions of providing health care within the health insurance system and in methodological norms for the application of this law. (3) Financing of health services to persons with autism spectrum disorders and associated mental health disorders shall be provided from the budget of the Ministry of Health or the Single National Health Insurance Fund, after case, under the conditions provided by the methodological norms for the application of this law. (4) The Ministry of Health, the National Health Insurance House, the Romanian College of Physicians, the Romanian College of Psychologists, the Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education We agree on the practices and procedures provided by services for early active detection and integrated health, education and social services. (5) The Ministry of Health, Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education elaborates, in consultation with the Romanian College of Physicians and the Romanian College of Psychologists, the standards for specialized integrated health, education and social services, addressed to people with autism spectrum disorders and associated mental health disorders, which will be contained in the methodological norms for the application of this law. --------- Article 5 has been amended by section 6.6. 3 3 of art. I of LAW no. 200 200 of 27 June 2013 , published in MONITORUL OFFICIAL no. 396 396 of 1 July 2013. + Article 6 The devolved public services of the Ministry of Health, the Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education can conclude, with non-governmental organizations that have as their object of activity promoting mental health, collaboration protocols in order to develop a system of specialized integrated health, education and social services addressed to people with autism spectrum disorders and mental health disorders associated. --------- Article 6 has been amended by section 6. 4 4 of art. I of LAW no. 200 200 of 27 June 2013 , published in MONITORUL OFFICIAL no. 396 396 of 1 July 2013. + Chapter III Establish the competence and organization of specialized integrated health, education and social services for people with autism spectrum disorders and associated mental disorders + Article 7 Specialized integrated health, education and social services for people with autism spectrum disorders and associated mental disorders are exercised, professionally, by medical specialists in pediatric psychiatry and psychologists. clinicians, with the competence established by the College of Psychologists in Romania. + Article 8 (1) The Romanian College of Physicians, the Romanian College of Psychologists and the Romanian Psychotherapy Federation develop the specific training standards in psychotherapy for people with autism spectrum disorders and associated mental disorders, which will be contained in the methodological norms for the application of this law. (1 ^ 1) The Ministry of Health, the Ministry of National Education and the Ministry of Labour, Family, Social Protection and Elderly will develop continuing vocational training programs for professionals working with people with disorders from autistic spectrum and associated mental health disorders. --------- Alin. ((1 ^ 1) of art. 8 8 has been introduced by section 5 5 of art. I of LAW no. 200 200 of 27 June 2013 , published in MONITORUL OFFICIAL no. 396 396 of 1 July 2013. (2) Specific training standards in psychotherapy for people with autism spectrum disorders and associated mental disorders include: a) continuous, short-term training standards of specialization in autistic spectrum disorders and associated mental disorders for professionals attested in cognitive-behavioral psychotherapy; b) training standards in interventions specialized in autism spectrum disorders and associated mental disorders for the specialized multidisciplinary team provided in art. 3. + Article 9 The methodological norms for the application of this law are elaborated by the Ministry of Health, the National Health Insurance House, the Ministry of Labour, Family, Social Protection and Elderly and the Ministry of National Education, with consulting the Romanian College of Physicians, the Romanian College of Psychologists and non-governmental organizations and approved by joint order of the Minister of Health, the President of the National Health Insurance House, the Minister of Education National and Minister of Labour, Family, Social Protection and Persons Elderly. --------- Article 9 has been amended by section 6.6. 6 6 of art. I of LAW no. 200 200 of 27 June 2013 , published in MONITORUL OFFICIAL no. 396 396 of 1 July 2013. + Article 10 This Law shall enter into force on 1 January 2011. This law was adopted by the Romanian Parliament, in compliance with the provisions of art. 75 75 and art. 76 76 para. (2) of the Romanian Constitution, republished.
