The content of this act is not an official document, being intended to inform users The Romanian Parliament adopts this law + Article 1 The Loan Agreement (Project on the completion of the European Union's financial support for the restructuring of agriculture), hereinafter referred to as the Project, between Romania and the International Bank for Reconstruction and Development, is ratified, signed in Bucharest on 28 December 2007, hereinafter referred to as Agreement, amounting to EUR 47.7 million equivalent. + Article 2 (1) The project is carried out by the Project Management Unit (UMP), established within the National Agency for Cadastre and Real Estate Advertising, as well as by the current Project Management Unit on modernization information and knowledge system in agriculture (UMP MAKIS) of the Ministry of Agriculture, Forestry and Rural Development. Their staff is salarized in accordance with the provisions Government Emergency Ordinance no. 52/1999 on the provision of a unit framework for the management of projects financed by external loans contracted or guaranteed by the State, refundable or non-refundable, including on the payment of Romanian specialists operating in the framework of the project management units, as amended, approved by Law no. 172/2001 . ... (2) The Ministry of Public Finance will conclude with the Ministry of Administration and Interior and the National Agency for Cadastre and Real Estate Advertising-on the one hand-and with the Ministry of Agriculture, Forestry and Rural Development-on the other- a subsidiary agreement, establishing the rights and obligations of the parties in the application of the provisions of the Agreement. ... + Article 3 ((1) Expenses equivalent to the amount of the loan provided for in 1 are included in the annual budget of the Ministry of Administration and Interior and the Ministry of Agriculture and Rural Development, within the amounts allocated with this destination from the state budget, as follows: ... a) the equivalent in lei of 38,244 million euros, by providing the necessary amounts with priority in the budget of the Ministry of Administration and Interior, for the duration of the implementation of the Project; ... b) the equivalent in lei of the amount of 9,456 million euros, by providing the necessary amounts with priority in the budget of the Ministry of Agriculture and Rural Development, throughout the implementation of the Project. ... (2) The equivalent in lei of 3.7 million euros, representing Romania's contribution to the financing of the Project, will be included, as a priority, in the annual budget of the Ministry of Administration and Interior, for the National Cadastre Agency and Real estate advertising, within the amounts allocated with this destination from the state budget, for the duration of the implementation of the Project, representing the expenditure side with its own staff designated for the implementation and monitoring of the Project, expenditure related to public information campaigns as well as operating costs Project implementation necessary ... ----------- Article 3 has been amended by section 3. 1 1 of art. unique from LAW no. 225 225 of 25 November 2010 published in MONITORUL OFFICIAL no. 798 798 of 29 November 2010. + Article 4 The euro equivalent of the sources from which the financing of the Project is ensured is the one valid at the date of signing the Agreement and can be adjusted with the differences resulting from the updating of the total value of the Project, depending on of total consumption, communicated by the National Institute of Statistics and-if applicable-with the differences resulting from the fluctuation of exchange rate. The resulting differences will be covered by the provision of the corresponding amounts in the budgets of the authorising officers, on their own responsibility. + Article 5 Draws from the loan account provided in art. 1 is carried out by the Ministry of Public Finance, based on the reports of the National Agency for Cadastre and Real Estate Advertising, appropriated by the Ministry of Administration and Interior, as well as on the basis of reports appropriated by the Ministry of Agriculture and Rural Development, relating to the eligible expenses incurred under the Project. The amounts drawn will have the destinations provided by the legislation in force. ------------ Article 5 has been amended by section 6.6. 2 2 of art. unique from LAW no. 225 225 of 25 November 2010 published in MONITORUL OFFICIAL no. 798 798 of 29 November 2010. + Article 6 The payment of the public debt service related to the loan, namely its reimbursement, the payment of interest, commissions and other costs related to the loan, will be provided from amounts allocated annually from the state budget in the budget of the Ministry Public Finance-General actions. + Article 7 (1) The Romanian Government is authorized that, through the Ministry of Public Finance, in agreement with the International Bank for Reconstruction and Development, to introduce, during the use of the loan, in relation to the concrete conditions of The agreement, amendments to its content, which concern reallocations of funds, changes in the structure on components, as well as other changes that are not likely to increase Romania's financial obligations to the International Bank for Reconstruction and Development or to determine new economic conditionings compared to those originally agreed between the parties. ... (2) Amendments to the Loan Agreement, agreed with the International Bank for Reconstruction and Development, according to par. (1), will be approved by Government decision. ...
