The Romanian Parliament adopts this law + Article 1 The loan agreement between Romania and the International Bank for Reconstruction and Development, for the financing of the Social Inclusion Project, signed in Bucharest on July 4, 2006, amounting to 47.2 million euros, called in The loan agreement. + Article 2 (1) The application of the Loan Agreement will be carried out by the Ministry of Labour, Social Solidarity and Family, the Ministry of Education and Research and the Romanian Social Development Fund, designated as implementing agencies, which will collaborate with the Agency National for Romi, National Agency for Family Protection and with the National Authority for Persons with Disabilities. (2) The Minister of Labour, Social Solidarity and Family is designated coordinator of the project provided for in art. 1. (3) The Ministry of Public Finance will conclude with the Ministry of Labour, Social Solidarity and Family and with the Ministry of Education and Research subsidiary loan agreements, and with the Romanian Social Development Fund a subsidiary agreement, through which they will establish the rights and obligations of the parties in the application of the Loan Agreement, including the distribution of the amounts necessary for the financing of the project, by (4) As of 1 January 2009, the subsidiary loan agreements referred to in par. ((4) of art. 2 2 has been introduced by section 1 1 of art. 41 of EMERGENCY ORDINANCE no. 157 157 of 12 November 2008 published in MONITORUL OFFICIAL no. 802 802 of 28 November 2008. + Article 3 (1) Romania's contribution to the financing of the project provided in 1, including the related taxes and fees, will be provided from the amounts allocated annually with this destination from the state budget, through the budgets of the Ministry of Labor, Social Solidarity and Family, Ministry of Education and Research and Ministry of Public Finance. (2) Romania's contribution to the financing of the project provided in 1, contained in the budget of the Ministry of Public Finance, is related to the component implemented by the Romanian Social Development Fund and amounts to the equivalent in lei of up to 3.7 million euros. With this amount is increased the financing of the Romanian Social Development Fund, provided from the state budget, according to Law no. 129/1998 on the establishment, organization and functioning of the Romanian Social Development Fund, republished, as amended. + Article 3 ^ 1 As of January 1, 2009, the expenses related to the project, representing the expenses equivalent to the amounts remaining to be drawn from the loan and Romania's contribution to the financing of the project, including taxes and related taxes provided in art. 3, will be cumulatively included in the budget of the Ministry of Labour, Family and Equal Opportunities, the Ministry of Education, Research and Youth and the Ministry of Economy and Finance, within the amounts allocated annually with this destination from the budget of stat. ------------ Art. 3 ^ 1 was introduced by item 1. 2 2 of art. 41 of EMERGENCY ORDINANCE no. 157 157 of 12 November 2008 published in MONITORUL OFFICIAL no. 802 802 of 28 November 2008. + Article 4 The funds in lei necessary to repay the loan, to pay interest, commissions, including the initial commission and other costs related to the loan, will be ensured from the amounts allocated annually with this destination from the state budget in the budgets Ministry of Labour, Social Solidarity and Family, Ministry of Education and Research and Ministry of Public Finance-"General actions". + Article 5 (1) The Romanian Government is authorized that, through the Ministry of Public Finance, in agreement with the International Bank for Reconstruction and Development, to introduce, during the use of the loan, in relation to the concrete conditions of The loan agreement, amendments to its contents, which concern changes in the structure of the loan by category, components, changes on deadlines, as well as any other changes that are not likely to increase the financial obligations of Romania to the International Bank for Reconstruction and Development or to determine new economic conditionings from those originally agreed between the parties. (2) Amendments to the Loan Agreement agreed with the International Bank for Reconstruction and Development, according to par. (1), will be approved by Government decision.
