The Romanian Parliament adopts this law + Article 1 (1) The Order of the Manhood and the Faith art. 8 lit. A of Law no. 29/2000 on the national system of decorations of Romania, with subsequent amendments and completions, is part of the category of decorations on fields of activity. (2) The Order of Manhood and Faith is assimilated in the hierarchy, to equal degrees, with the orders of the Military Virtue, Aeronautical Virtue and Maritime Virtue with peace insignia. + Article 2 The Order of Manhood and Faith can be granted: a) officers in active employment, in reserve or in retirement, civil servants with special status with professional degrees equivalent to the ranks of officers, civil servants or civil servants with higher education, from the fields of security domestic, public order and national security; b) military units belonging to public institutions in the fields of internal security, public order and national security; c) military units and officers or civilian personnel with positions of responsibility, belonging to the states with which Romania has collaborative relations in the fields of internal security, public order and national security. + Article 3 (1) The Order of Manhood and Faith presents itself: a) for military and civil servants with special status, under 3 forms with equal hierarchical value: insignia, bareta and rosette; b) for civilian personnel, in two forms with equal hierarchical value: insignia and rosette. (2) The sign of the Order of Manhood and Faith presents itself in the form of a cross of Malta with equal arms, split, enamelled red translucent, surrounded with a white border and having the tops of the arms of the crosses finished with spheres. On the obverse of the central medallion is applied an eagle, holding in the beak an Orthodox cross, in the right claw a sword, and in the left claw a mace and having on the chest the small shield of the Romanian coat of arms. + Article 4 The Regulation on the description and the way of granting the Order of the Barbation and the Faith, for each degree, as well as the drawn model of the order are provided in 1 1 and 2, which are an integral part of this law. + Article 5 (1) The Order of Barbation and Faith shall be conferred by the President of Romania by decree, based on the proposals for individual decoration formulated, according art. 4 4 para. ((2) lit. c) of Law no. 29/2000 , by the relevant ministers and heads of public institutions in the fields of internal security, public order and national security, for persons in their fields of activity. (2) The nominal proposals for the conferral of the Order of the Manhood and the Faith are endorsed by the Chancellery of the Orders, art. 5 5 of Law no. 29/2000 . (3) The President of Romania may confer the Order of Barbation and Faith and on his own initiative, in the proportion of 1% of the total number established by law for each degree, except for the degree of Grand Officer, in accordance with art. 4 4 para. ((3) of Law no. 29/2000 . + Article 6 (1) The distribution by ministries and public institutions in the fields of internal security, public order and national security of the maximum number of decorations on the Order of Barbation and Faith, which is granted annually, is carried out by the Chancellery Orders, within the limits of vacancy. (2) For the first promotion, at the entry into force of this law, a maximum of 15% of the number of decorations can be awarded for each degree. + Article 7 (1) The Order of Manhood and Faith is limited to 8,500 members. (2) The Order of Barbation and Faith conferred on military units does not enter the number provided in par. ((1). (3) The Order of Barbation and Faith conferred on foreign citizens does not enter the number provided in par. ((1). + Article 8 The Order of Manhood and Faith comprises 4 degrees. Hierarchy in descending order, in accordance with the provisions art. 11 11 para. ((1) pt. III.4 of Law no. 29/2000 , with subsequent amendments and completions, is as follows: a) Great Officer; b) Commander; c) Officer; d) Knight. + Article 9 (1) Attestation of the Order of the Manhood and Faith is made by a patent, art. 24 24 of Law no. 29/2000 . (2) The Brevets for the Order of Barbation and Faith are validated, for the ranks of Knight and Officer, through the paraphernalia of the President of Romania, and for the ranks of Commander and Grand Officer, by the autograph signature of the President of Romania. Patents for all grades are countersigned autographed by the relevant ministers or heads of public institutions in the fields of internal security, public order and national security and the Chancellor of the Orders, in accordance with art. 26 lit. b) of Law no. 29/2000 . + Article 10 Members of the Order of Manhood and Faith, regardless of the degree they have, are called Knights of the Order of Manhood and Faith. + Article 11 (1) The Day of the Order of Manhood and Faith is celebrated annually, on November 3, the date of the first institution of the order in 1903. (2) On the occasion of the Day of the Order of Barbation and Faith, the relevant ministries and the other public institutions empowered to make proposals for decoration organize, with the support of the Chancellery of the Orders, the meeting of the Knights of the Order + Article 12 Persons decorated with the Order of the Barbation and Faith the rank of Commander and Grand Officer, if the award of the order was not made directly by the head of state, may request, through the Chancellery of Orders, the right to be received in the audience at President of Romania, to thank him personally. (2) The Board of Honors shall be elected on the occasion of the Day of the Order of the Manhood and Faith, within 5 years, of the knights (3) They can be re-elected, for a new period of 5 years, 3 of the members of the honorary council, of which at least one of the lower ranks. (4) The relevant ministries shall provide, on a rotating basis, adequate spaces to carry out the activity of the honorary council. + Article 15 (1) The Knights of the Order of Manhood and Faith may signal to the council of honour acts committed by other members of the order, considered to be of moral prejudice to them (2) As a result of the alert, the honorary council and the person concerned shall be convened, within a maximum of 30 days after the referral. No. 413. + Annex 1 REGULATION on the description and the way of granting Order of Manhood and Faith + Article 1 The Order of Manhood and Faith is granted for life. + Article 2 (1) The Order of Manhood and Faith is limited to a maximum of 8,500 members, divided by degrees, as follows: a) Knight-4,600; b) Officer-2,800; c) Commander-850; d) Large Officer-250. (. Overcoming the number of members of each degree shall constitute a breach of this Regulation. The decorations awarded above the limit number are null and void, and the insignia is returned. + Article 3 (1) The mark of the Knight of the Order of the Manhood and Faith presents itself in the form of a cross of Malta with equal arms, having an apparent diameter of 45 mm, and is made of silver with the title of 925 per thousand, enamelled red translucent, surrounded with a white border, with a width of 1.8 mm. The arms of the cross are split, having at the center, next to the medallion, the width of 10 mm and, at the peaks, the width of 17 mm. The tops of the cross arms are finished with 2 mm diameter spheres. (2) The central medallion has a height of 15 mm and the width of 11 mm, is enameled translucent red, and on the obverse is surrounded by a white enameled ring, 3 mm wide. (3) On the obverse of the central medallion is applied an eagle, made of silver, 14 mm high, 9 mm wide, holding in the beak an Orthodox cross, in the right claw a sword, and in the left claw a mace and having on the chest the small shield of the coat of arms Romania. (4) On the reverse, central, the medallion has inscribed, in relief, with figures and letters 3 mm high: "1903/BARBATIE/SI/CREDINTA/2004", representing historical data on the Order of Barbation and Faith. (5) For the military, on the obverse, the central medallion of the mark is surrounded by a branch of laurel, to the right, and a palm tree, to the left, crossed, gilded. (6) The mark is surmounted by a half-moon of laurel leaves, with the outer width of 30 mm and the height of 20 mm, having the ends of the semi-joint united by a bar, through which the ribbon is spent. On the bar, on the reverse, are the title of silver and the current number of decoration. (7) The ribbon, 40 mm wide and having an apparent height of 50 mm, is from yellow moarat rips, having, starting from the edges, one blue and one red tape, each 3 mm wide and, in the center, a gold thread band, 3 mm wide. On the back has a clamping system. (8) For female persons, civil personnel, the ribbon is folded in the form of a wave, made by folding a ribbon of moarat rips, 120 mm long and 40 mm wide. (9) The strap shall be presented in the form of a rectangular ribbon of rips, applied to a metal holder, 20 mm long, 10 mm wide and having the dimensions of the coloured bands of the ribbon reduced to 50%. On the back has a clamping system. (10) The rosetta is presented as a rectangular ribbon of rips, 16 mm long and 6 mm wide, with the dimensions of the coloured bands of the ribbon reduced to 40%. On the back has a clamping system. + Article 4 The insignia of the Officer of the Order of the Manhood and Faith has the general characteristics of the meaning of the Knight's degree, with the following a) the mark is gilded; b) the ribbon centrally receives a rosette of 20 mm diameter; c) the strap is similar to that of the degree of Knight, on which a rosette with a diameter of 10 mm is caught; d) the rosette shall be in the form of a 10 mm diameter drum and 6 mm thickness, having the dimensions of the coloured bands of the ribbon reduced to 40%; on the reverse side it has a clamping system; e) for female persons, civil personnel, on the center of the rope apply a rosette with a diameter of 20 mm. + Article 5 (1) The rank of Commander of the Order of Barbation and Faith presents itself in the form of a cross of Malta with equal arms, having an apparent diameter of 55 mm, and is made of silver with the title of 925 to me gilded, enamelled red translucent, surrounded with a white border, 2.5 mm wide. The arms of the cross are split, having at the center, near the medallion, the width of 12 mm and, at the peaks, the width of 22 mm. The tops of the arms of the cross are finished with spheres diameter 2.5 mm. (2) The other elements of the meaning have the general characteristics of the rank of Officer, with the following peculiarities a) on the obverse, the central locket, translucent red enameled, has a height of 20 mm and the width of 14 mm and is surrounded by a white enameled ring, 3.5 mm wide; b) the eagle, applied on the obverse of the medallion, is 17 mm high, 12 mm wide and made of gilded silver; c) the mark is surmounted by an open crown of laurel branches, with the outer width of 33 mm and the height of 27 mm, of which is caught a flat ring, 25 mm high and 3 mm wide, through which the ribbon is spent; on the reverse of the ring are poansonate the title of silver and the current number of decoration corresponding to the degree; d) the ribbon is 45 mm wide and has the adjustable length, to be adapted to the circumference of the neck; the colored bands have a width of 4 mm; e) the strap is presented in the form of a rectangular ribbon of rips, applied to a metal holder, 24 mm long, 10 mm wide and having the dimensions of the coloured bands of the ribbon reduced to 50%; on the centre of the bar is caught a silver disc with diameter of 5 mm. On the back is a clamping system; f) the rosette of the rank of Commander is made up of the overlap of the rosy of the rank of Officer with that of the Knight On the back has a clamping system; g) for ladies, civil personnel, the ribbon has the same characteristics as those provided in lett. d). + Article 6 (1) The sign of the Grand Officer of the Order of Manhood and Faith is composed of the actual insignia and the plaque of the degree (2) The sign itself and the ribbon of the Grand Officer of the Order of Barbation and Faith are identical to the mark and ribbon of the Commander. (3) The plaque of the grade is a cross of the shape of the cross of Malta, with equal and split arms, having an apparent diameter of 75 mm, and is made of diamond silver, with the title of 925 per thousand. On the plate is applied the obverse mark of the rank of Officer; the width of the heads of the arms is 33 mm, and next to the medallion is 13 mm. On the reverse, in a central medallion, the name of the producer company, the title of the metal and the current number of the decoration corresponding to the degree, are On the back has a clamping system. (4) The bar has the dimensions of the rank of Commander, on it a diamond embossed, made of silver, having a large diagonal of 7 mm and a small diagonal of 4 mm. On the back has a clamping system. (5) The rosette of the grade is presented in the form of a rectangular ribbon of silver rips, 16 mm long and 6 mm wide, over which the rosette of the rank of Officer is applied. On the back has a clamping system. + Article 7 (1) The box in which the decoration is kept is dressed, on the outside, in yellow natural leather for the degrees of Great Officer and Commander and in eco-leather, of the same color, for the grades of Officer and Knight, has metal corners and closers; the interior is also lined with blue silk, inscribed the name of the producing company and, in the bottom right corner, is written the order number of the decoration in the respective degree. (2) On the lid of the box are printed, gold, Romanian coat of arms, name and degree of order (3) The patent in which the patent is kept is dressed in yellow ecological leather for the Grades of Great Officer and Commander and with replacement of leather, of the same color, for the grades of Officer and Knight. + Article 8 (1) The Order of Barbation and Faith shall be carried, as a rule, on the occasion of the National Day of Romania and the other national or religious holidays, on the occasion of the Day of the Order of the Barbation and Faith and in other situations (2) The Knight and Officer Grades of the Manhood Order and Faith are worn on the left side of the chest. (3) The rank of Commander of the Order of the Manhood and Faith is worn to the neck, with the ribbon caught under the tie, the mark being visible at 50 mm on the left side, under the tie knot. (4) The full extent of the Order of the Manhood and Faith is worn on the left side of the chest. (5) Only the highest degree of the Order of Manhood and Faith is always carried. (6) The military shall bear the Order of the Manhood and the Faith in accordance with the regulations of this Law and the specific military regulations (7) Civil personnel shall bear the Order of Manhood and Faith under the same conditions as military + Article 9 Daily, only the strap or rosette is worn, as follows: a) the strap is worn at the military uniform, on the left chest of the veston; b) at the military uniform shall be joined the bars of all grades, in their descending order, the first being that of the highest degree; c) soldiers in civil attire, decorated with the Order of Barbation and Faith, wear only the rosette of the highest degree; d) Civil personnel, decorated with the Order of the Barbation and Faith, can only wear the rosette of the highest degree The rosette is worn at the buttonhole from the left reverse of the garment or the cutter. + Article 10 Military units belonging to public institutions in the fields of internal security, public order and national security can be decorated with the Order of Barbation and Faith in all grades. The insignia of the decoration attaches to the battle flag of the unit, thus: a) at one end of the ribbon is attached the order, and at the other is a silver canaf; the ribbon is of the grade specific width, 2,000 mm long; b) the half-bent braid is attached to the hampa under the meadow; c) the plate of the Grand Officer is caught by the canvas, in the upper corner of the blue band, at 100 mm from the hampa and the upper side of the canvas. + Article 11 (1) The Conference of the Order of the Manhood and the Faith shall be made compulsory from the rank of Knight, except for the first promotion of the order. (2) The Conference of the Order of Barbation and Faith can be done only after the performance, with outstanding results, for 5 years, of military or civil functions within the ministries and public institutions specialized in the fields of internal security, public order and national security. + Article 12 (1) In order to confer a higher degree to the same person, it is necessary to perform an internship in the immediate lower degree, as follows a) from the rank of Knight to the Officer-3 years; b) from the rank of Officer to the Commander-4 years; c) from the rank of Commander to the Great Officer 5 years. ((. The proposals for conferencing shall take into account the criteria laid down in this Regulation, including the first class of decoration. (3) The direct conferment of the higher grades at the first promotion is made as a result of a summation of special merits, which could have led to the granting of successive degrees. + Article 13 For very special merits, the 5-year term provided for in art. 11 11 para. (2) and the minimum age in the degree provided for in art. 12 12 para. ((1) may be reduced by a maximum of one third. + Article 14 (1) The conferment of a higher degree automatically leads to the removal of the respective person from the lower grade, the place becoming vacant (2) The lower grade mark remains in possession of the decorated one. + Article 15 (1) The Order of Manhood and Faith rewards the special services to the Romanian state in the fields of internal security, public order and national security, by: a) civil servants with special status, with professional degrees equivalent to the grades of officer, civil servants or civil personnel of the Ministry of Administration and Interior, Ministry of Justice, Romanian Intelligence Service, Foreign Intelligence Service, Protection and Guard Service, Special Telecommunication Service and public institutions in the fields of internal security, public order and national security; b) officers in activity, in reserve or in withdrawal from the Ministry of Administration and Interior, the Ministry of Justice, the Romanian Intelligence Service, the Foreign Intelligence Service, the Protection and Guard Service and the Service of Special Telecommunications and from public institutions in the fields of internal security, public order and national security; c) military units, officers and civilian personnel with positions of responsibility, belonging to the states with which Romania has collaborative relations in the fields of internal security, public order and national security. (. By special services, for the purposes of this Regulation, it is understood: a) the design, preparation, organization and coordination of effective actions regarding the protection of the lives of citizens, private and public property and infrastructure of strategic interest; b) the organization and management of effective actions regarding the maintenance or restoration of public order; c) design, coordination and management of effective measures to prevent and limit the phenomenon of crime and crime; d) coordination and management of effective actions to combat cross-border organized crime, illegal trafficking of persons, drugs, armaments and ammunition, heritage assets, radioactive and strategic materials; e) the organization of specific strategies aimed at effectively combating corruption and promoting legal measures regarding the sanctioning of corruption; f) design and organization of securing the state border of Romania; g) coordination at international standards of institutions with responsibilities in the field of migration and asylum; h) the development of effective crisis management, civil protection and firefighting actions; i) to make meritorious contributions on the provision and administration of state reserves; j) elaboration of strategies on the preparation of the national economy and the territory for defense and administration of reserves for mobilization; k) leadership with maximum efficiency of special information services and obtaining important information to ensure internal security, public order and national security; l) effective coordination of actions to prevent and combat terrorist phenomenon and to neutralize terrorist and diversion actions; m) scientific research and practical application in the field of special broadcasts and other areas concerning internal security, public order and national security; n) to make meritorious contributions to the realization and development of collaboration between Romania and other states or international bodies specialized in the fields of internal security, public order and national security, to combat crime cross-border and international terrorism; o) to make meritorious contributions by military units specialized in ensuring internal security, public order and national security and by educational establishments that prepare specialized staff for ministries and the state's autonomous central institutions on internal security, public order and national security. + Article 16 Within 30 days from the date of entry into force of this Law, the General Secretariat of the Government, for the specialized institutions under its subordination, ministries and autonomous central institutions of the state with responsibilities in the areas of internal security, public order and national security will develop, based on art. 15, the regulations specific to their field of activity, approved by Government decision and order of the relevant ministers and heads of the autonomous central institutions of the state, in which the conditions in which it can be detailed The Order of Manhood and Faith. + Annex 2 image image image image image ________________
