The Romanian Parliament adopts this law + Article 1 Pursuant to art. 114 114 para. (1) of the Constitution, the Government is empowered as from the date of entry into force of this Law, but not before the end of the first ordinary session of 2003, and until the resumption of Parliament's proceedings in the second ordinary session of the year 2003 issue ordinances in areas not subject to organic laws, as follows: I. Accession and ratification of international agreements and agreements, with the exception of the treaties concluded on behalf of Romania II. Economy and public finances: 1. regulations on the rectification of the state budget and the state social insurance budget for 2003, based on macroeconomic indicators in the first semester of 2003 and the normative acts adopted in 2003, with influences on budgetary expenditure; 2. the regulation of measures in financial and fiscal matters; 3. measures for the recovery of misused Community funds and related co-financing funds; 4. modification and completion Government Ordinance no. 128/1998 for the regulation of the way and conditions for the valorization of legally confiscated or entered property, according to the law, in the private property of the state, approved with amendments and completions by Law no. 98/1999 , with subsequent amendments and completions; 5. measures for trading receivables and through regulated commodity markets and derivatives; 6. measures to regulate the process of privatization/postprivatization of some companies to which the Ministry of Industry and Resources is a public institution involved; 7. measures to regulate the preparation of gas supply for the winter program 2003-2004; 8. measures to regulate the free movement of goods, by amending and supplementing Law no. 608/2001 on conformity assessment of products; 9. modification and completion Government Ordinance no. 20/2002 on public procurement by electronic auctions, approved with amendments and additions by Law no. 468/2002 , with subsequent amendments and completions; 10. measures to complete the privatization of the remaining companies in the portfolio of the Authority for Privatization and Administration of State 11. recapitalization of the Export-Import Bank of Romania "EXIMBANK"-S.A.; 12. improvement of the legislative framework in the field of transport, in order to align with Community legislation; 13. measures regarding the development, conservation and sustainable territorial development, relaunching of activity in the construction field; 14. modification and completion Government Emergency Ordinance no. 174/2002 on the establishment of special measures for the thermal rehabilitation of multi-stage residential buildings, approved with amendments and additions by Law no. 211/2003 ; 15. modification and completion Government Ordinance no. 22/1999 on the administration of ports and waterways, as well as the carrying out of shipping activities in ports and on waterways, republished; 16. modification and completion Government Ordinance no. 20/1994 on measures to reduce the seismic risk of existing constructions, republished, as amended; 17. approval of border inspection posts (PIF) organized at border crossing points, established for the import, export and transit of types of goods subject to veterinary checks, as well as the conditions for approval of posts of border inspection responsible for veterinary checks on live animals and products from third countries. III. Central and local public administration: 1. modification Government Ordinance no. 80/2001 on the establishment of spending regulations for public administration authorities and public institutions, approved with amendments by Law no. 247/2002 , with subsequent amendments and completions; 2. modification Government Ordinance no. 81/2001 on the establishment and organization of the National Institute of Administration, approved with amendments Law no. 106/2002 ; 3. organization of legal consulting activity in public administration; 4. organization and functioning of public services for the editing of official monitors of administrative-territorial units; 5. regulations on holiday and other leave of local elected officials; 6. amendment of art. 23 of the Law on Public Household Services no. 326/2001, with subsequent amendments and completions; 7. the extension of some deadlines provided for in normative acts with the force of law; 8. modification Government Ordinance no. 107/1999 on the marketing activity of package tourism services, approved with amendments and additions by Law no. 631/2001 ; 9. establishment of the National Agency for Animal Health, Plant and Food Safety; 10. organization and functioning of control structures within central public administration authorities; 11. modification and completion Government Ordinance no. 137/2000 on the prevention and sanctioning of all forms of discrimination, approved with amendments and additions by Law no. 48/2002 . IV. Work and social solidarity: 1. measures for the protection of maternity at workplaces exposed to occupational risks; 2. measures for the protection of single-parent families; 3. regulations on social services. V. Health and Family: 1. modification and completion Government Emergency Ordinance no. 152/1999 on medicinal products for human use, approved with amendments and additions by Law no. 336/2002 ; 2. modification and completion Government Ordinance no. 125/1998 on the establishment, organization and functioning of the National Medicines Agency, approved with amendments and completions by Law no. 594/2002 ,, as amended. VI. Education and research: 1. regulations on evaluation, authorization and accreditation in pre-university education; 2. regulations on quality assessment in higher education, establishment of structures and establishment of evaluation criteria; 3. measures to support and protect gifted persons; 4. measures regarding the improvement of the financing system of state pre-university education units; 5. modification and completion Government Ordinance no. 33/2001 on the granting of school supplies, approved with amendments and additions by Law no. 126/2002 ; 6. recognition of professional qualifications in accordance with the European Union directives on the general system of recognition. VII. National defence, public order and national security: 1. modification and completion Government Ordinance no. 65/1997 on the passport regime in Romania, approved with amendments Law no. 216/1998 ,, as amended; 2. modification and completion Government Emergency Ordinance no. 91/2001 for the establishment of the ranking coefficients of the soldiers of some functions in the structures of the Ministry of National Defence, whose organization states enter into force from June 1, 2001 to December 31, 2003 as a result of the reorganization process of Romanian Army, approved with modifications by Law no. 52/2002 ; 3. modification and completion Law no. 138/1999 on the payroll and other rights of military personnel in the public institutions of national defence, public order and national security, as well as the granting of salary rights to civil personnel in these institutions, as amended and subsequent additions. + Article 2 (1) In accordance with the provisions of art. 114 114 para. (3) of the Romanian Constitution, the ordinances issued by the Government pursuant to art. 1 will be submitted for approval to the Chamber of Deputies and the Senate, according to the legislative procedure, until the resumption of Parliament's work in the second ordinary session of 2003. Failure to comply with the deadline draws the end (2) Ordinances adopted by the Government according to art. 1 will be debated as a priority. + Article 3 In the areas of empowerment provided for in this law, if draft laws or legislative proposals have been adopted by one of the Houses of Parliament or if reports of the standing committees referred to them have been drawn up and submitted, these will be considered by the Government when issuing the ordinances. This law was adopted by the Senate at the meeting of June 5, 2003, in compliance with the provisions of art 74 74 para. (2) of the Romanian Constitution.
